Job Summary : The Project Controls Analyst (PCA) will primarily support the Program / Project Manager(s) and is responsible for various project financial, cost, and schedule activities.
Essential Job Functions :
- Responsible for support of program planning, tracking, analysis, and reporting.
- Interface with customer, subcontractors, project managers, contracts, senior technical personnel, finance, and senior management.
- Implement financial policies and procedures in support of the program, develop and maintain budget baselines, Estimates at Completion (EAC), variance analyses, and profit / fee calculations.
- Produce financial deliverables as required by the contract, including applicable Contractor Cost Data Reporting (CCDR) support.
- Develop and analyze Estimates to Complete (ETC) and EACs : Prepare cost estimate projections for proposed funding allocations and spending and maintain budget baselines.
Prepare Program Management Review (PMR) financial compliance with company EAC policy.
- Measure and assess program performance on a regular basis and generate performance reports, graphs, analysis, etc.
- Be able to prepare government financial and performance management data items.
- Ensure compliance with company policies & procedures, as necessary.
- Monitor and report performance against plan to ensure that contractual, cost, and schedule objectives are met.
- Maintain current spend plan based upon funding / requirements to include Direct Labor, Subcontractors, Contract Labor, Other Direct Costs (ODC) and Material.
- Prepare and maintain the master Charge Authorization Document (CAD) for each program and distribute to team.
- Monitor financial cost / schedule of Subcontractor efforts.
- Produce financial deliverables as required per the contract.
- Provide bi-weekly or monthly invoice cost breakdown to the Customer and Program Manager, as necessary.
- Monitor funding and ceiling modifications.
- Assist in the development and analysis of cost proposals for submittal to customers.
Required Skills :
- Must be proficient in MS Office.
- MS Project knowledge is a plus.
- Ability to track and planned value, actual cost and analyze cost / schedule variances.
- Working knowledge of the following Software is a plus : OPDEC IPM, MPM
- Must be self-motivated with good presentation, communication, and training skills.
- Must have good financial analytical skills and work well within teams.
- Must have good organizational skills and ability to coordinate multiple project activities effectively.
Required Education / Experience :
- Bachelor's degree in Business Administration, Accounting or Finance preferred, work related experience can be substituted for degree.
- Eight (8) plus years of related job experience with a focus on government program / project management and direct support of CCDR requirements preferred.

Please note that pursuant to a government contract, this specific position requires U. S. Citizenship status with ability to obtain a SECRET to TOP SECRET security clearance.
Security Clearance requirements will be specified in the Government's Task Order.
