ATCS is seeking a highly motivated and experienced FEMA Recovery Program leader to manage our Recovery Program and Public Assistance (PA-TAC) Program.

This role can report out of our Herndon, VA, Richmond, VA or Largo, MD office, where we offer a hybrid schedule of 3 days in office, 2 days remote.

This role involves overseeing the full lifecycle of recovery and emergency management programs. Approximately 25% of this role requires accounting expertise, including budgeting, financial tracking, and utilizing Deltek software.

The ideal candidate will have a strong background in disaster recovery, program management, and financial operations within a technology-driven environment.

Key Responsibilities :

  • Manage and Lead the Recovery Program and PA-TAC Program, ensuring successful execution of preparedness, response, recovery, and mitigation phases.
  • Oversee project timelines, budgets, and deliverables to ensure all projects are completed on time and within budget.
  • Serve as the primary point of contact for clients, understanding their needs, providing solutions to recovery challenges, and ensuring client satisfaction.
  • Develop and implement strategies to improve program efficiency by leveraging technology and best practices in accounting and project management.
  • Monitor and evaluate program performance using dashboards and tracking tools, ensuring alignment with organizational goals and client expectations.
  • Manage program budgets, including preparing, tracking, and reconciling financial reports, with a focus on accuracy and compliance.
  • Utilize Deltek software for accounting and financial management, ensuring timely processing of invoices, financial statements, and project budgets.
  • Provide financial oversight and guidance to project teams, ensuring accurate budgeting and forecasting for all program activities.
  • Leverage technology to enhance program management and financial operations, ensuring that all activities are supported by up-to-date software and tools.

Requirements :

  • 15 + experience in emergency management, Business Administration, Accounting, or a related field. Bachelor's degree highly preferred.
  • Proven ability to lead and manage teams, with strong leadership and mentoring skills.
  • Excellent communication skills, both oral and written, with the ability to effectively communicate complex information to diverse audiences.
  • Eligible for US Government Public Trust Clearance.
  • Strong accounting experience, including budget management, financial reporting, and the use of accounting software, preferably Deltek.

Our employees are the most critical part of ATCS. For this position, we offer a competitive salary range of $95,000 to $135,000 per year, commensurate with experience and qualifications.
