Job Description

SUMMARY OF RESPONSIBILITIES : This class is responsible for directing and managing the internal audit department of the Public Works Commission including audits of financial accounts, operational programs, Business Rules and special projects.

  • Responsibilities include, but are not limited to, collaboration with the CEO, CFO, Board of Commissioners and Senior Management to develop a comprehensive annual audit plan;
  • managing staff to include supervision of audit professionals and contract personnel; managing internal relationships and internal teams;
  • consulting / working with users to define audit needs; managing, coordinating, planning, prioritizing all audit process functions within the PWC;
  • performs risk assessments; develops and performs audits; oversee the execution of all audit engagements using Institute of Internal Auditors (IIA) standards as guidance and establishing compliance with all pertinent laws maintaining strict confidentiality and discretion;
  • prepare and presents special financial reports and audits; recommend improvements in practices / procedures to increase efficiency / lower operating costs;
  • ascertaining adequacy of internal controls; determine adherence to company policies and procedures; evaluates and oversees internal controls for computer system upgrades and modifications;
  • detecting fraud / manipulation of records; investigates fraud issues and assures procedures / documentation are acceptable to FBI / SBI / Legal Entities for enforcement;

serve as investigating expert witness on behalf of PWC. Operating under general supervision of the Chief Financial Officer, latitude is allowed for the exercise of independent judgment in planning and management of the audit program.

Performs related work as required.

  • FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES : Thorough knowledge of safety rules / regulations / procedures, as appropriate;
  • thorough knowledge of governmental accounting / auditing concepts / general accounting accepted principles / practices / FERC accounting rules;
  • thorough knowledge of the legal requirements pertaining to accounting / revenue / funding / budget systems in a utilities environment;
  • skill in operating personal computers and applicable software; ability to work cooperatively with management in the audit of accounting records, and in the design / installation of improved procedures / systems;
  • ability to carry out audit procedures, recommend changes, and carry out special assignments; ability to analyze accounting transactions / systems;
  • ability to prepare financial reports; ability to exercise good judgment in determining when changes are necessary in existing systems;
  • ability to detect existing irregular accounting procedures; ability to communicate findings / recommendations clearly and effectively, both orally and in writing;

ability to hold all corporate information accessed in strict confidence while continuing to maintain effective working relationships with Chief Officers, department managers, supervisors, all levels of employees, and external agencies.

MINIMUM QUALIFICATIONS : Graduation from a four (4) year accredited university / college with a bachelor's degree in business, accounting, finance, or auditing, and a minimum of ten (10) years of progressively responsible experience in finance, accounting or internal auditing including at least seven (7) years supervisory experience in a management capacity;

CGAP or CIA from the Institute of Internal Auditors, CFE, CPA, MAC, MBA or equivalent certification preferred.

GRADE 415 EXEMPT $92,151.15 - $121,409.14
