The position reports to the Vice President for Research (VPR) and is part of the OVPR leadership team. This position oversees key compliance and research integrity activities in support of the Office of the Vice President for Research and the campus community.
Colorado State is undergoing an unprecedented period of success in research and scholarly activities. The successful candidate will have substantial experience overseeing a broad array of research compliance and related activities and will have a record of integrity.
They will have had experience leading the development and implementation of institutional programs and operational strategies for major non-financial regulatory compliance issues governing research to ensure that current University policies and procedures are sufficient to minimize and prevent risk of non-compliance.
The AVP for Research Integrity and Compliance is a key leadership position within the OVPR, providing strategic vision and operational efficiency to successfully lead, develop, facilitate, and support campus research compliance services which meet the needs of faculty, creating new service practices and partnerships, and delivering outstanding services.
The AVP is responsible for all aspects of the Integrity and Compliance portfolio including policy and program development and improvements, supervising teams, and addressing compliance issues in a sensitive and service-oriented manner.
- The person in this position oversees human research protections; conflict-of-interest and conflict-of-commitment compliance and training;
- secure and global research (including export control, controlled unclassified information, classified research, and OFAC compliance);
research integrity and the responsible conduct of research; biosafety; and animal care and compliance operations. Activities include representing the office in all compliance inspections by federal, state, or other agencies.
The position acts as the Research Integrity Officer (RIO) in matters related to research misconduct and research related misconduct.
The incumbent will be responsible for ensuring that all research compliance programs are service oriented, customer service focused, and ethically driven as well as compliant with federal, state, and university policy.
The successful candidate will identify and implement program improvement activities in close collaboration with unit directors, other OVPR leaders, and key campus stake holders.
They will analyze, interpret, and summarize regulations, policies and procedures, reports, and legal correspondence and documents;
handle sensitive and confidential information with the utmost discretion; and respond to questions or concerns from internal customers and regulatory agencies and present the university position in understandable and unambiguous terms.
The AVPRIC should also possess excellent oral, written, and interpersonal skills and the ability to think strategically and make recommendations on the appropriate course of action across a broad range of research compliance and integrity matters.
The AVPRIC should have the ability to identify and achieve objectives with minimal guidance, and both foster and work in a fast-paced, team-oriented service environment.
They should possess strong analytical, organizational, and team-building skills. The AVPRIC should effectively set priorities and meet commitments, often under pressure and with aggressive timelines.
The AVPRIC will partner with the OVPRs Research IT team in the successful development, implementation, and maintenance of the Kuali Protocols and other software solutions and systems of record for the successful management of the AVP compliance portfolio.
This work with Research IT includes research security as outlined in NSPM-33.
This position is expected to be on-site most of the work time. The VPR Office supports flexible work arrangements for employees, including limited teleworking privileges.

- Advanced degree, such as or OR a BA / BS and 15 years of experience in managing multiple areas of research compliance.
- Ten or more years of experience in research and / or research compliance with documented experience in more than one research compliance area, such as biosafety;
- biosecurity; bioethical components of research, care, and ethical use of animals in research; university conflicts of interest;
export controls and classified research; and / or human subjects protections.
- Three or more years of supervisory experience, including strong mentorship skills and the ability to recruit, develop, and retain high-level professionals.
- Documented knowledge of federal research compliance and research integrity rules, regulations, and guidelines, as well as experience in managing related investigations as to violations of these rules, regulations, and guidelines.
- Experience creating policy, program, and / or process improvements in research compliance that include proactively engaging multiple stakeholders to develop and execute the improvements.
- Have or be able to get a secret security clearance.
Preferred Job Qualifications
- Experience directing major projects and administrative operations, including information management systems, and working with others to meet objectives.
- Broad experience overseeing or directing multiple research compliance areas.
- Experience working in the central offices in an organization with the size and complexity of CSU.
- Hands-on experience in basic or translational research, or research administration in an academic or private sector environment.
- One or more research compliance certifications.

- Determines appropriate course of action to resolve stakeholder issues / concerns, consults with the VPR as needed, communicates appropriate course of action once determined.
- Interacts and consults with the Research Associate Deans and other external stakeholders as needed to ensure the successful and timely implementation of the VPRs research agenda.
- Interacts, interprets, disseminates, and negotiates with internal and external staff and stakeholders as assigned. Evaluates requests from the VPR to determine appropriate consultations, and course of action, and communicates results to the VPR.
- Prepares and / or coordinates OVPR reports, briefings, presentations, and responses on issues, as appropriate.
- Leads processes to improve policy and procedures; ensures continuous improvement.
- Working in concert with other key OVPR personnel, the AVPRIC will be responsible for initiating, implementing, and delegating activities surrounding sustainable budget approaches for OVPR priorities.

Serves as the senior leader of research integrity and compliance units and programs, including overseeing operations; strategic planning and implementation;
monitoring the compliance units operating budgets; and perpetuating a culture of customer service, capability, empowerment, and success.
- Provides leadership to research compliance administrative systems and system / process improvements.
- Serves as expert for interpreting, explaining, and applying University policies as well as federal and state regulations related to research compliance and integrity issues.
- Conducts policy and procedure analyses, and updates and implements changes as necessary and as required by Sponsors.
- Serves as institutional Research Integrity Officer (RIO) and assists with the misconduct in science program as needed.
- Reports compliance matters to federal research agencies in consultation with the Vice President for Research .
