Position Summary : Reporting to the Sr. Director of Behavioral & Resiliency and serving as the internal agency contact for all program, administrative and fiscal matters pertaining to Violence Prevention Initiatives.

Serving as DOHMH’s point person to multiple City Agencies, including the Department of Youth and Community Development (DYCD) and other stakeholders to coordinate implementation of Violence Prevention Initiatives. Violence Prevention team.

Job Duties and Responsibilities :

  • Serve as internal agency contact for all program, administrative and fiscal matters pertaining to VPI. Serve as DOHMH's point person to multiple City Agencies, including the Department of Youth and Community Development (DYCD), Health and Hospitals, City Council, and other stakeholders to coordinate implementation of Violence Prevention Initiatives.
  • Serve as agency point of contact around violence prevention work, including on internal and external taskforces and working groups.
  • With assistance from the Bureau of Health Equity Capacity Building leadership, create and oversee the implementation of a neighborhood-based approach to prevent gun violence in priority neighborhoods.
  • Lead strategic planning and goal setting of VPI with internal and external stakeholders to institutionalize and equity-framed approach to violence prevention in New York City.

Direct, supervise and support staff responsible for program implementation, specifically in the areas of training, technical assistance, performance monitoring, research and evaluation, hospital program quality improvement and fiscal planning and spending.

Review and finalize all program documents (e.g., policies and procedures manual). Identify and advocate for support and resources for program needs and gaps.

Lead publication and dissemination efforts (e.g., white papers, conference presentations).

  • Serve as the lead point of contact for the citywide interagency Gun Violence
  • Prevention Task Force. Contribute actively to the task force mission and goals. Serve as a major contributor to policy development around violence prevention, including reviewing and commenting on violence-related policies and Medicaid policy.
  • Connect program partners to public health resources and programming (neighborhood specific). Collaborate with external institutions.

Plan meetings, develop agendas, project plans, and manage opportunities to create collaborations with internal and external partners.

  • Research and Evaluation Oversight : Lead efforts to develop and implement evaluation and research projects, using qualitative and quantitative methods.
  • Provide oversight around data analytic efforts with support from the data lead. With support from the data lead, review and interpret programmatic and outcome data and use this data for programmatic and policy decision-making.
  • Direct team in building out data infrastructure. Fiscal Oversight : Oversee budgeting and fiscal components of program.
  • Plans, manage and monitor spending related to VPI including expenditure of DOHMH funds as well as funds delivered to services provided.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have :

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above.

Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

Strong background in applied public health, social justice and community organizing, policy, data reporting / program evaluation and, social work, and / or social service program management.

Superior organizational, verbal and written communication skills.

Strong experience supervising staff of varying roles, with mentoring as key guiding principle.

Ability to work independently and as part of a team.

Keen judgement in a fast-paced environment with multiple inputs.

Flexibility, creativity. Ability to work in ambiguous circumstances.

Master's level education.
