Job Summary
Assists the projectmanagement teams by developing, monitoring and updating estimates and / or anintegrated project plan so that the project may be executed in the mostefficient
manner possible. Appliesmethods and techniques, standards, processes, procedures, guidelines andtemplates, to efficiently manage, develop, and control project estimates.
Assignments are received inthe form of results expected, within operating policies and procedures.
Incumbent has the discretionto select from alternative approaches; decisions may involve changes to normalwork processes.
Key Accountabilities andResponsibilities
- Assist project managementteams by developing, monitoring, and updating project estimates.
- Develop Rough Order ofMagnitude (ROM) estimates, Budgetary estimates, Unit pricing, and Definitive(detailed) estimates.
- Assist project managementteam in reviewing, design documents or scope packages for completeness.
- Assist project managementteam in reviewing contractor and engineering estimates; validation of quantitiesand contractors / engineering estimates.
- Review and challenge thesubmitted contractor bids for scope accuracy and optimal pricing
- Review change orders forscope and cost accuracy.
- Develop estimate details byWBS to cost load project schedules
- Analyze costs; perform riskanalysis, benchmarking, value engineering, constructability review, and claimanalysis.
- Provides expertise anddevelops methods and techniques, standards, processes, procedures, guidelines,and templates, for project controls organization, to support efficientdevelopment,
management, control, andintegration of projects plans.
- Ensures that requiredproject estimating and / or planning controls are appropriately implemented andmaintained.
- Participates in continuousimprovement of the estimating organization by capturing lesson learned andparticipating in after action reviews
- Ability to work in a 'team'and / or 'matrixed' structure, supporting multiple clients.
- Flexibility & theability to work with shifting priorities; embrace new / evolvingresponsibilities.
Minimum Education &Experience Requirements
- High School or GED, &11+ years of job-relevant experience.
- Associate degree inEngineering, Architecture, Construction Management, or a related field and theknowledge / capabilities typically acquired through 9+ years of jobrelevantexperience.
- Bachelor's degree inEngineering, Architecture, Construction Management, or a related field and theknowledge / capabilities typically acquired through 7+ years of jobrelevantexperience
- Advanced level skills inusing Microsoft Excel
Other QualificationsPreferred
- Estimator : 4+ years ofengineering experience / background in estimating on large construction projects,preferably renewables (Solar, Wind, etc.)
- Electrical Work(Substations, OH and UG) and some Civil Engineering Background
- Estimating all projectcosts (i.e., engineering, design, project management, construction,commissioning, etc.)
- Familiarity to intermediatelevel experience using On-screen take off, or any other estimating software
Other Requirements
- May require the physicalability to work in a power plant environment (e.g. climb stairs, work in hot,confined environments.
- Occasional travel toproject sites as needed to support project teams and contractor walkdowns
- Communicates effectively(verbally & in writing) with individuals at all levels, inside and outsidethe Corporation.
- Written and verbalcommunication & advocacy skills consistent with the ability to present resultsof projects & research and engage in persuasive written & verbalinteraction with all levels of the business unit.
- Analytical &problem-solving skills consistent with the ability to identify key issues froma broad range of alternatives and recommend optimal solutions for varioussituations.
- Ability to develop / coordinate cross functional work groups and projects, yielding optimal outcomes.
- Working knowledge offinancial & economic analysis, project & risk management.
