Summary : Develops intelligent, resource-sensitive responses to educational and administrative facility issues. Develops design criteria, establishes project scope and takes leadership role in the management of consulting architects and engineers.
Supports all general and specific architectural and land planning standards for the school district as prescribed by the Director of Architecture.
Assists the Director ofArchitecture and the Executive Director of Facilities Planning and Real Estate in developing the measures which support the annual three year Capital Improvement Program and 10 year Capital Needs Assessment (CNA).
Under the auspices of the Director of Architecture acts as Design representative for CMS with :
Internal managers, district directors and their staff, and internal construction consultants.
Each school's staff, PTO and School Leadership organizations
Communities / neighborhoods / Private Land holders adjacent to and near schools
City and County and Town Government(s) and their Departments, Services, Agencies, Authorities and Commissions
State of North Carolina Departments Services and Commissions
Historic District Commission and Historic Landmarks Commission
Federal agencies involved with school construction projects
Any other members of the public at large who have interests in CMS Building Services per the Director of Architecture.
Essential Duties : (These duties represent a sample and may vary by position.)
- Supports the Director of Architecture and the Executive Director of Facilities Planning and Real Estate with the campus master plans and architectural design standards, facility programs, preliminary site planning, etc.
- Functions as in-house planner / site designer / architect / project manager as needed for major and minor improvements to CMS facilities.
- Maintains the overarching CMS philosophy of steadfastly upholding the principals of providing high quality education facilities that maintain standards for the health, safety and welfare for staff, students and visitors.
- Assists in the information gathering for the development, publication and distribution of the CIP and CNA.
- Assists in preparing staff responses to requests for data and information and other correspondence relating to Capital Improvement Plan and Campus Master Plans and individual School additions and renovations.
- Leadership role in the development and implementation of the CIP process.
- Participates in the architectural and construction manager services selection process.
- Participates in the preparation of documents for updating facilities plans, evaluating each design for conformance to CMS A / E Guide and baseline facility program standards as well as building codes, federal civil rights and professional best practices.
- Analyzes change orders, proposals and notices of potential change for ongoing construction projects.
- Partners with the Executive Director of Facility Planning and Real Estate to identify capacity, enrollment, and utilization conditions.
- Assists in the physical review, evaluation, selection and master planning of future real estate acquisitions.
- Assists in development and implementation of CMS Design policies and procedures by supporting CMS Maintenance, Plumbing, and HVAC, roofing, paving and minor project effort with professional advice, on-site evaluation and problem solving.
- Provides assistance to Director of Architecture in other work areas as necessary such as developing and publishing official CMS Design documents.
- Assists Mobile classroom Team in site design and regulatory agency approvals
- Assists in system-wide Paperless Digital Cataloging
- Reviews and selects new materials such as interior and exterior recyclable finishes and sustainable methods of construction.
- Performs other related duties as required.
Education and Experience :
Minimum
- Bachelor's degree in architecture, campus master planning or landscape architecture.
- Five years of increasingly responsible experience as an architect either in private practice or a governmental agency.
Desired
- Master Degree in Architecture, Planning or related field, LEED AP or CPTED certified.
- Ten years demonstrated experience in planning and construction in an educational or public agency environment on multimillion dollar, multi-building, multiple campus projects.
Licensing / Certification Requirements : Valid Driver's License; Professional architectural registration in North Carolina

Knowledge / Skills / Abilities :
- Knowledge of civil, campus master planning, architectural, interior design, space planning structural, mechanical, electrical, and commissioning disciplines related to school construction requirements.
- Knowledge of building codes, ADA, CPTED, and LEED regulations and procedures.
- Knowledge of capital planning process and capital construction requirements.
- Knowledge of North Carolina Public School Law relating to bidding and construction.
- Ability to coordinate the development of written specifications and understand architectural specifications.
- Ability to select, supervise, train, and evaluate assigned staff and consulting designers and contractors.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to represent the Board of Education at public forums as directed.
- Ability to conduct design and construction related community meetings.
- Ability to discuss publicly controversial issues and to problem solve.
