Summary This position is located in the Electrical / Mechanical / Garage Section of Facilities Management Service (FMS) at the VA SORCC, White City, Oregon.

The SORCC has 145 acres and over 800,000 square feet to maintain. RECRUITMENT / RELOCATION INCENTIVES MAY BE AUTHORIZED TO HIGHLY QUALIFIED CANDIDATE.

Responsibilities Duties include but not limited to : Maintaining operation, completing repairs, reviewing design, completed installs, and tests electrical systems, electric setup equipment and internal electrical power distribution facilities including connection of power and control circuits to motors, industrial equipment and alarm systems including critical alarms.

The incumbent determines nature and extent of repairs required and reviews plans for repairs, renovation and new construction for the Project Section and determines efficiencies for layout work from blueprints, sketches, wiring diagrams, technical manuals and other specifications.

For in-house maintenance work, the incumbent completes all layout work. Determines work sequence. The incumbent makes standard computations relating to load requirements of wiring or electrical equipment and uses unique measuring instruments such as voltmeters, ammeters, watt meters, ohmmeters and meggers.

Troubleshooting, repairing and installing all types of electric motors, valves and actuators, including single phase and multiphase motors.

These motors may be AC and DC, may have horsepower ratings from a fraction to 50 HP and voltage up to 260 volts. Troubleshooting, repairing and installing a variety of electrical equipment, including equipment belonging to Nutrition and Food Service, and FMS;

fans and blowers; office and medical equipment; paging, nurse's call and overhead intercom systems; and Boiler Plant controls.

Maintaining, repairing, and periodically testing 300+ KW emergency power generators including transfer switches, disconnects and uninterruptable power supply systems.

Installing and maintaining secondary distribution systems up to 600 volts for indoor and outdoor lighting, power and equipment, including panel boards, switches, circuit breakers, conduit, wiring and fixtures.

Inspecting primary distribution systems. The system includes motorized high voltage transformers ranging from 50 KVA to 500 KVA.

Performing inspections, testing, troubleshooting and repair on fire alarm and ancillary equipment components related to system.

Performing preventive maintenance on non-medical equipment, electrical appliances and electrical components of other systems as scheduled.

Conducting electrical safety tests on a variety of electrically powered equipment throughout the facility. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT : Your qualifications will first be evaluated against the prescribed screen out element, the ability to perform the duties of an Electrician without more than normal supervision.

  • Specialized experience include the following but not limited to : working independently as an electrician; utilizing knowledge of electrical theory and National Electrical Code requirements;
  • installing, modifying, repairing and loading new and existing electrical lines, circuits, systems, and associated fixtures, controls, and equipment;
  • using instruments and tools common to the electrical trade; reading and following wiring diagrams and blueprints to install or repair electrical equipment;
  • using a variety of hand and power tools; and utilizing testing equipment. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating;

those who do not are rated ineligible and are eliminated. This position has a Selective Placement Factor : Failure to meet a selective placement factor will result in you not receiving further consideration.

In addition to the minimum qualifications described above, you must meet the following selective placement factor : Journeyman Electrical License or equivalent to be required.

Equivalent equates to 3 years of approved apprenticeship schooling. student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. WORKING CONDITIONS : Work is performed indoors and outdoors, in areas where it is usually dirty, dusty and greasy;

outside in bad weather; and in areas where it is hot and noisy. Some of the work performed in service tunnels and under buildings where space is limited, requiring the incumbent to work in cramped positions and in areas where they will be required to wear protective equipment to avoid being exposed to asbestos dust from old insulation jackets on steam pipes and steam equipment.

All work with electricity is inherently hazardous, presenting the risks of shocks and burns. This requires the incumbents to be alert to these hazards at all times.

Adequate safety procedures, training and personal protective equipment are provided to make the work environment as safe as possible.

Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
