DepartmentCED / Administration Type of Position Full-time, Contract Salary / Pay Rate Deadline to Apply ongoing MINIMUM QUALIFICATIONS Bachelor’s degree in Public and Business Administration, Accounting, English, Political Science, or related subjects and a minimum of 3 years of grants administration experience, preferably in the public sector.
REQUIREMENTS Must pass a criminal background investigation, pre-employment physical, and drug test. NATURE OF WORK PERFORMED This position is responsible for identifying grant opportunities, preparing applications, securing grants of a variety of types, and assisting in the management of approved grants in specified functional and program areas.
The Grants Administrator works under the direction of the Director of the Department of Community and Economic Development and will be assigned grant-related projects by the administrative staff of the City.
This position also serves as the primary support staff for the administration of the housing, homelessness, and community organizations American Rescue Plan (ARPA) funds.
- EXAMPLES OF WORK PERFORMED Assists in identifying, securing, and ensuring execution of federal, state, and county grants in accordance with applicable standards, regulations, and guidelines;
- coordinates grant process from application to close out; prepares grant applications and proposals for submittal, including writing, reviewing, and editing applications and proposals;
- tracks grant portfolio and prepares regular reports on grant needs, funding opportunities, pending applications, and secured grants and their status;
- maintains and verifies payment records, reviews invoices, and records receipts in coordination with City Departments; interacts with federal, state, and local agencies to ensure that grant projects comply with program guidelines for expenditure, funding, and accountability;
- monitors federal, state, and local legislation relating to grant programs; assists in setting short and long-range goals relating to City grant funded projects;
- under the direction of the City of Bethlehem Director of Community and Economic Development and the Mayor’s Office, provides primary technical and administrative support for the distribution of ARPA funds;
provides technical assistance to ARPA fund applicants regarding the application process and to ARPA fund recipients regarding grant distribution, requirements, monitoring and compliance.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Excellent organizational and writing skills; good communication and interpersonal skills;
ability to express ideas, concepts, and technical information clearly and concisely, both in writing and orally; experience in grants administration preferred.
