Health Information Manager - FT
Summary : Direct, plan, coordinate and administer medical records program ensuring work is performed per applicable rules and regulations, Illinois Board of Health and state laws regarding privileged information.
Work collaboratively with administration, physicians, other departments (particularly nursing service and revenue cycle), 3rd party payers, attorneys and IBOH surveyors.
Manage with coordination of Privacy Officer compliance with Health Insurance Portability and Accountability Act (HIPAA) Privacy Rule including implementation, maintenance and adherence to organization plan's policies and procedures relating to confidentiality of protected health information (PHI).
Act as hospital's HIPAA Privacy Officer's Designee to address complaints of HIPAA violations.
Reports to : Revenue Cycle Director
Essential Duties and Responsibilities :
- Meet requirements for standard medical record practices, IBOH for heath information management and medical staff by-law.
- Report to medical records committee of medical staff regarding any incomplete and delinquent charts as well as new requirements.
- Supervise chart reviews for deficiencies and report physicians with delinquent charts
- Supervise and coordinate compiling, analyzing, coding and filing of permanent records of patients, including microfilming and ensuring that medical records are complete and accurate.
- Train staff in coding, filing, preparation and display of information, transcription, medical terminology nomenclature, disease classification, computer services and initial and ongoing training on healthcare information privacy standards
- Supervise and monitor release of confidential information in accordance with item 1 above of privileged information for requests from insurance companies, attorneys, patients and subpoenas.
- Compile and prepare statistical information and registers for ancillary services, medical staff and its committees, accreditation agencies, state agencies and administration
- Manage teams schedule, job postings, vendors, contracts, budgets, and evaluations
- Work with Privacy Officer to perform or outsource completion of HIPAA risk assessments and determine level of hospital compliance.
- Develop and implement mechanism to track PHI that flows through hospital
- Oversee individual rights to inspect, amend and restrict access to PHI
- Work in coordination with Privacy Officer to develop and implement procedure for receiving, investigating and resolving complaints about plan's privacy policies and procedures.
- Recommend appropriate sanctions for failure to comply with privacy policies for all individuals in plans and plan sponsor's workforce
- Lead HIM team by building trust through clarity, compassion, character, competency, commitment, connection, contribution and consistency.
- Submit periodic reports on operations, benchmarks, goal attainment and staffing requirements to Revenue Cycle Director and CFO and others and statistical reports to IDPH as required
- Conduct periodic meetings with staff to share needed information updates and obtain employee participation and feedback
- Work with Patient Access on medical necessity.

Minimum Qualifications
Education : Associate Degree with certification as RHIT or RHIA required and must meet required continuing education hours of AMRA.
Experience : 1 year experience in hospital setting preferred
