Position Overview

Riverside Research is seeking a Technical Program Manager to provide technical expertise and programmatic support for multiple prototype projects focused on commercial cybersecurity and telecommunications technologies and their application to national security missions.

The Telecommunications Program Manager will support the Portfolio Director's core DIU mission in acting as an interface between the DOD, entrepreneurs, start-up firms, and commercial technology companies to increase DOD access to leading edge commercial technologies.

Prior experience operationalizing broad cybersecurity strategies and technical solutions for defense applications is desired.

The position will collaborate with multidisciplinary teams consisting of commercial developers, senior USG officials and military planners, scientists, engineers, and other stakeholders.

It is based in Mountain View, CA (alternate locations : Austin, TX; Boston, MA; Washington DC; Chicago, IL).

Responsibilities

  • Perform technical project management support for multiple prototype projects, from early curation and market research through acquisition prototype, test, and delivery to customer environments.
  • Collaborate and lead government partners, commercial teams, and other DIU support staff throughout the prototype development lifecycle.
  • Provide expertise in cybersecurity infrastructure and protocols, communications networks, HW and SW engineering disciplines to evaluate the technical and programmatic feasibility of commercial solutions against defense requirements.
  • Perform independent reviews, detailed technical assessments, performance analysis of commercial solutions and their specific applications as part of commercial market research and evaluation of partner proposals during competitive acquisitions.
  • Review prototype proposals, technical and programmatic reports, acquisition documents, and related project documentation, keeping CRM and project databases up to date.
  • Participate in milestone reviews, technology demonstrations, simulations, as well as reviews of post-test reports and performance data.
  • Prepare white papers, technical papers, briefing and meeting materials.
  • Respond to official requests for information and other tasks from government partners and stakeholders.
  • Participate in key intra- and inter-agency meetings.
  • Other duties as assigned.

Qualifications

  • Master's degree in an engineering or scientific field (e.g., electrical engineering, computer science) and 6 years of experience.
  • 8 or more years of relevant work experience in program or project management role in defense cyber or telecommunications field and a relevant Bachelor's degree.
  • Expertise in commercial telecommunications technology and standards (hardware and software, infrastructure and endpoints).
  • Knowledge of telecommunications network design, 5G, mobile networks, Internet of Things (IoT).
  • Experience in terrestrial, air, and / or satellite communication standards.
  • Ability to work independently and communicate effectively with senior-level government and commercial industry representatives.
  • Ability to deliver multi-discipline, multi-stakeholder projects that demonstrably improve operational capabilities (measured by increase in accuracy, decrease in cost, decrease in time) and enhance scientific collaboration, knowledge sharing, and research for the relevant community.
  • Ability to communicate to a broad range of audiences (CEOs, investors, commercial vendors, media, government / military officials, etc.

  • Experience in defense technology prototype, acquisition, test, and fielding.
  • Ability to obtain and maintain up to TS / SCI clearance. Active TS clearance preferred.

Global Compensation

$150,000 - $220,000. This represents the typical compensation range for this position based on experience, location and other factors.
