Job Description

General Statement of Job :

The Program Compliance Specialist provides ongoing monitoring and training of the Exceptional Children's Program for compliance according to Policies Governing Services for Children with Disabilities.

The role of the Program Compliance Specialist is to act as the designee of the Exceptional Children's Director at the school level.

The Program Compliance Specialist works under the general supervision of the Exceptional Children's Program Director. Work performance is reviewed and evaluated by the Director or the designee.

Specific Duties and Responsibilities :

  • Ensure EC compliance issues are being met at assigned school sites per state and federal guidelines
  • Assume responsibility for initial and re-evaluation timeline according to DPI regulations
  • Ensure EC paperwork is completed - in timely manner - correctly as a provision of FAPE
  • Complete all Federally mandated paperwork (except the IEP) to give teachers more time for planning and teaching to enhance student achievement
  • Serve as liaison between school and central office
  • Serve as a consultant and contact resource for the schools, administrators, teachers, students, and parents when questions arise regarding EC issues (referrals, paperwork, compliance, placement, behavior, etc)
  • Assist school personnel in completing required disciplinary paperwork to maintain EC compliance and appropriate educational settings (Manifestations, Functional Behavior Assessments, Behavior Intervention Plans) while ensuring student provision of Free and Appropriate Public Education (FAPE)
  • Maintain continuous updates on status of EC students
  • Facilitate obtaining EC records for transferring students from out of county or out of state and checks for all required components for placement
  • Assist administrators with the development of the school master schedule for the EC department and student schedules based on IEP mandates
  • Assist in planning for the next school year by completing student projection and staff allotments
  • Provide support to assigned schools as a designated LEA Representative
  • Provide informal feedback to teachers regarding instructional practices
  • Assign and monitor compliance of school caseloads and class size per DPI regulation
  • Assist and support EC teachers as needed for instruction and data collection
  • Prepare and oversee the preparation of all required reports and maintain appropriate records to ensure maximum funding through federal and state funds
  • Assist in implementing the District's goals and strategic commitments
  • Confer regularly with administrators, teachers, other specialists, coordinators, and directors relating to Exceptional Children
  • Complete all evaluation meetings and required paperwork (except the IEP)
  • Monitor compliance / completion of IEP annual reviews by EC teachers
  • Work daily with online Comprehensive Exceptional Children Accountability System (CECAS)
  • Provide CECAS training to all EC teachers and updates as needed
  • Close and verify all EC paperwork in online CECAS
  • Facilitate all initial referrals and re-evaluations prior to April 1 and December 1 Periodic Child Counts
  • Prepare reports for April 1 and December 1 Periodic Child Counts to ensure all eligible students are accounted and submitted for funding
  • Facilitate regularly scheduled EC departmental meetings at assigned schools
  • Design and conduct staff development on a variety of topics including compliance issues, programming issues and others listed under additional job functions / assignments
  • Serve as a liaison to interpret parent rights and mediate parent concerns and conflicts at the school level
  • Monitor teacher schedules for Title II and HQ status compliance
  • Receive and monitor all referrals through completion : initial, re-evaluations and placements
  • Coordinate with the Student Success Teams for at-risk students
  • Coordinate with EC teachers to schedule IEP and re-evaluation meetings
  • Coordinate with Related Services personnel
  • Coordinate with School Data Managers for EC status of students to assist school based administrators
  • Coordinate with School Psychologists for eligibility determination
  • Coordinate with outside agencies (as needed) for state agreement
  • Collaborate with other program specialists for transition of records within the system including AG, 504, and inactive records
  • Collaborate with feeder schools for transitioning students with disabilities
  • Audit EC records for compliance
  • Serve as an active member / participant of the EC Leadership Team
  • Assist in development and delivery of departmental organizational plan under the LEA plan
  • Work to maintain the Continuous Improvement Performance Plan for state submissions
  • Prepare data for various grants and funding sources (Special State Reserve, Risk Pool)
  • Develop and plan budget proposals for specific programs
  • Other duties as assigned by the Exceptional Children Director

Minimum Training and Experience :

  • BS / BA degree from an accredited institution
  • Licensed in the area of Special Education
  • 5+ years of successful EC classroom experience
  • Master's Degree preferred but not required
  • Exemplary leadership and interpersonal skills
  • Exemplary organizational skills
  • Exemplary knowledge and completion of paperwork according to federal guidelines

Minimum Qualifications or Standards Required to Perform Essential Job Functions :

  • Must be knowledgeable of Exceptional Children's law and IDEA '04
  • Must be knowledgeable of Exceptional Children's paperwork and procedures per DPI procedures
  • Must be knowledgeable of Exceptional Children's best practices

Other Requirements :

  • Maintain an acceptable attendance record and be punctual
  • Understanding of test data and its instructional implications
  • Understanding and training in test modifications
  • Maintain confidentiality
