Description

This is an in-person position in Portland, OR. The Human Resources Director is a member of the Executive Team of Self Enhancement, Inc.

and is responsible for overseeing and implementing all aspects of Human Resources that include but not limited to recruitment and selection, benefits and compensation, training and development, performance management, employee relations, corporate policies, budget management, strategic planning and HR related administrative functions.

This is a full-time position that reports to the Chief Financial Officer.

PRIMARY RESPONSIBILITIES

  • Leads and supervises the human resources team.
  • Oversee recruitment, selection and new hire process to include job announcement program, application / resume screening, pre-employment testing and new hire orientation and collaborates with departmental managers to understand skills and competencies required for current and future openings.
  • Ensure fair employment practices and compliance with all federal, state, and local HR related rules and regulations and EEOC compliance are maintained.
  • Oversee and direct the annual Performance Appraisal program.
  • Define and ensure proper steps for discipline and corrective action are followed.
  • Facilitate terminations to include proper documentation, exit interview, final pay and COBRA eligibility.
  • Manage Worker's Compensation claims process.
  • Provide effective and creative staffing strategies to help enable the fulfillment of the agency's strategic plan and the human resources goals within the strategic plan.
  • Establish policies and programs for long-term agency growth and development.
  • Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent and maintain competitive compensation structure, including periodic compensation benchmarking.
  • Provide benefits administration for new hire, changes and open enrollment.
  • Work with the Staff Development manager, and other relevant stakeholders to design comprehensive learning and development programs and initiatives that provide internal development opportunities for all SEI staff employees through the Career Potential Realized (CPR) Program and deliver human resources required staff training.
  • Regularly review, update, and improve the employee handbook and policy manual to align with the SEI vision and culture and ensure alignment with local, state, and federal laws and regulations.
  • Oversees employee disciplinary meetings, terminations, and highly confidential workplace investigations.
  • Oversee and manage the HR administrative functions, including maintenance of employee files and data, workplace investigations and policies, procedures and guidelines.
  • Oversee and administer employee benefits plan while maintaining positive relationships with external brokers and plan representatives.
  • Provides support and guidance to the Human Resources team, management, and other staff when complex, specialized, and sensitive questions and issues arise;

may be required to administer and execute routine tasks in delicate and highly confidential matters and circumstances such as providing reasonable accommodations, investigating workplace allegations of wrongdoing, and terminations.

Is an active member on the Executive Team and work closely with Executive Team to understand and execute the organization's Human Resources strategy particularly as it relates to the agency's current and future talent needs, recruiting, retention, and succession planning and establish consistent performance guidelines to link with other HR systems (i.

e., promotion and transfers, training, compensation, bonus, etc.)

  • Create and provide monthly, quarterly, and annual HR dashboards and reports outlining agency-wide HR data and metrics.
  • Prepare required monthly reports, including expense reports, timecards and prepare and conduct annual performance (RAVE) reviews of all direct reports.
  • Lead team meetings and 1 : 1 meeting with direct reports, including setting agendas and sending notes / action-items
  • Responsible for making purchases on behalf of SEI, including requesting approval for purchases, making purchases, maintaining receipts and expense reports for daily transactions and monthly submission for all credit card transactions through credit card portal in a timely and accurate manner.
  • Develop and manage HR budget.
  • Other functions and projects as assigned.

Qualifications

QUALIFICATIONS

  • Bachelor's degree in a related field preferred; at least five years of progressive HR experience with at least 3 in an HR leadership role.
  • Extensive experience may be substituted for education requirement.
  • HR Management Certification, SHRM-CP, or SHRM-SCP highly desired.
  • Extensive experience in all aspects of Human Resources to include recruitment and selection, EEOC, employment law, benefits and compensation, training and development, employee relations, strategic planning budget management, performance management, best practices, and new technologies in human resources.
  • Proven effective interpersonal skills with the ability to interact with all levels and cultures of people.
  • Excellent verbal and written communication skills.
  • Exceptional leadership, interpersonal, negotiation, and conflict resolution skills.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Ability to prioritize tasks and to delegate them when appropriate.
  • Ability to act with integrity, professionalism, and confidentiality.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient with Microsoft Office Suite or related software.
  • Experience with Smartsheet and Paycom will be beneficial.
  • Must possess a current driver's license, access to a vehicle, qualify as an approved driver as designated in SEI's Insurance Motor Vehicle Guidelines;

and maintain vehicle insurance coverage of a minimum of $100,000 / $300,000 personal auto liability coverage.

PHYSICAL REQUIREMENTS

  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift 15 pounds at times.
  • Must be able to access and navigate each department at the organization's facilities.
