Position Summary

The Metropolitan Airports Commission is looking for an Information Technology leader who can manage a team to succeed, manage the relationship with our business stakeholders and drive towards technical solutions that will meet the needs of the business while aligning with IT leadership and strategic goals.

This candidate should have strong experience managing people and understands the critical nature of public safety & security systems in an airport.

Through strong alignment with the business, the Manager of Public Safety Systems needs to drive technology alignment and adoption for the public safety systems.

This role must embrace new technologies and develop new practices that are focused on positioning the MAC and its partners to be more efficient.

This position needs to provide strong leadership and direction to staff and develop a clear expectation for staff engagement and productivity.

Position Description

JOB DUTIES

Public Safety Systems

  • Leads a team of IT professionals in the effective daily operations of public safety systems including Secured Access Control / Badging Systems, Central Square Software Systems, Computer-Aided Dispatch (CAD), Records Management System (RMS), License Plate Recognition (LPR), Squad video systems, and Video Surveillance Systems in addition to the related infrastructure that connects these systems.
  • Understands public safety operations and systems used within Police, Fire and Emergency Communications Center (ECC) and how it relates to MAC operations.
  • Stays abreast of technology developments in the airport industry, public safety sector and in particular, the public safety technology solutions used at the MAC.
  • Solicits input from staff, internal stakeholders and industry leaders to maintain a technology roadmap that ensures the present and future needs of the airport's public safety operations are understood and met.
  • Develops and maintains relationships with key stakeholders in public safety and security operations.
  • Develops and maintains relationships with various vendors and negotiates and monitors maintenance and support contracts.
  • Communicates effectively with external and internal resources.
  • Establishes processes for addressing operational issues : Setting priorities, providing stakeholder updates, and identifying when the transition to a project is needed.
  • Focuses on IT as a service and practices continuous improvement for internal processes and practices.

System Support - Infrastructure and Interfaces

  • Manages the system analysts to ensure the critical public safety and airport security systems have 24 / 7 support and consistent uptime.
  • Understands the flow of information between related systems and ensures specifications for integration between systems are designed and built accurately.
  • Ensures security best practices are deployed on all public safety systems.

People Management

  • Ensures employees have work plans appropriate for their business function and that the plan is being followed.
  • Conducts regularly scheduled meetings with employees to communicate work plans, issues, and other appropriate information.
  • Exercises supervisory authority in accordance with MAC Human Resource Policy, MAC Administration Manual, and / or the appropriate collective bargaining agreement.
  • Consistently evaluates, mentors and updates staff competencies technically and professionally to align with the organization's direction
  • Communicates clear performance expectations and standards to employees and provides timely performance feedback
  • Facilitates effective and collaborative working relationships among staff.
  • In coordination with Human Resources, hires, promotes, transfers and discharges employees.
  • Provide timely performance feedback to employees.
  • Complete employee performance reviews and conduct performance review discussions.

MINIMUM REQUIREMENTS

  • Bachelor's degree in Information Technology or a related field or 9 years of relevant IT experience.
  • Minimum 5 years working in and supporting public safety systems
  • Minimum 3 years of experience managing direct reports which included hiring, training, disciplining, coaching, rewarding and terminating employees.
  • In lieu of supervisory experience, MAC employees may attach a copy of their Supervisory Skills Development Program Certificate that was completed within the last 4 years to meet this requirement.
  • Experience applying IT as a service (ITSM) or ITIL processes.
  • Experience managing vendor relationships and negotiating vendor contracts.
  • Ability to communicate technical information to a non-technical audience in an easily understood manner.
  • Excellent customer service skills
  • Strong skills with Microsoft tools, O365.
  • Valid driver's license and reliable vehicle to commute between job sites.
  • Successful completion of a comprehensive background investigation.

DESIRABLE REQUIREMENTS

  • Familiarity with technologies such as Secured Access Control / Badging software, Central Square Systems, CAD, LPR, RMS, and intelligent video (IVISN).
  • Working knowledge of the NIST framework and the body of technologies, processes and practices designed to protect networks, computers, programs and data from attack, damage or unauthorized access.
  • Previous CJIS certification.
  • Knowledge of data integration techniques and practices.
  • Experience with physical and virtual servers (VMWare).
  • Experience working in an airport environment.Other Information

This position provides an opportunity for on-site and remote work. MAC's remote work policy requires employees to be on-site three days of the week.

Among the three on-site days, one of them must be either a Monday or a Friday.
