Description :
Project Manager will assist in the statewide implementation and coordination of EPSDT and Targeted Case Management (TCM) services for Medicaid-eligible youth transitioning into and out of carceral or juvenile justice settings under the direction of the Government Affairs Director. This role ensures compliance with Section 5121 of the Consolidated Appropriations Act (CAA) of 2023 and aligns services with Indiana Medicaid’s whole-person, community-based care goals.
Key Responsibilities
Lead strategy and program design for Medicaid EPSDT and TCM services for justice-involved youth, ensuring continuity of care before and after incarceration.Coordinate statewide collaboration with agencies like IDOC, DCS, courts, MCEs, and providers to implement effective policy and service models.Ensure compliance with federal Medicaid policies, including Section 5121 (CAA 2023), CMS requirements, and assist with waiver development.Develop integrated care workflows and referral systems across juvenile facilities, managed care, behavioral health, and primary care.Oversee data and quality initiatives, including KPIs, dashboards, and evaluation strategies, while supporting stakeholder engagement and technical assistance.Required Skills
Strong PM experience preferably with Medicaid, juvenile justice, behavioral health, or public systems reform projectsStrong understanding of project management methodologies, tools, and best practicesBachelor's degree in social work, criminal justice, psychology or related fieldExperience developing and implementing policies and operational modelsExperience with KPIs, dashboards, and evaluation strategiesExperience facilitating stakeholder groups, task forces, and trainingHighly Desired Skills
Knowledge of EPSDT, TCM, Medicaid managed care, or juvenile justice systemsProject management certification or equivalent large-scale implementation experienceFamiliarity with Indiana’s health care delivery system and Medicaid waiver / SPAsExperience implementing CMS policy changes or new Medicaid benefitsExperience working with justice-involved individuals.Experience working in a government or public-sector environment is advantageous, as it provides insight into the unique challenges and requirements
