Under the direction of the Associate Vice President, Chief Diversity, Equity and Inclusion Officer (Title IX Administrator), the position is responsible for ensuring District-wide compliance with Title IX regulations;

comprehensive student, staff, and faculty training programs; and compiling relevant information and conducting investigations for cases alleging stalking, sexual assault, dating / domestic violence, sexual harassment, LGBTQ+ concerns, pregnancy discrimination involving students and any other sexual misconduct allegations.

EXAMPLE OF DUTIES

Serve as Title IX Coordinator, managing all aspects of compliance with Title IX, Violence Against Women Act (VAWA), and related laws and regulations.

Update District policies and procedures on sex-based misconduct, discrimination, and gender-based violence to ensure legal compliance.

Oversee the Title IX complaint process, ensuring thorough documentation, prompt, fair, and impartial resolutions, and manage appeals, including issuing no-contact orders and other interim actions.

Ensure ongoing training and education for investigators and relevant parties on state and federal laws related to Title IX, sex-based harassment, discrimination, and trauma-informed practices.

Maintain and revise operational standards for responding to sex-based harassment, discrimination reports, pregnancy-related accommodations, and manage a comprehensive case management database.

Track incidents, assess patterns, identify risk areas, and develop targeted prevention and education programming, including annual training for faculty, staff, and students on their rights and obligations under Title IX.

Develop and provide engaging, evidence-based educational workshops on gender-based violence prevention for faculty, staff, and students.

Cultivate relationships with community-based victim service providers, law enforcement, and other stakeholders to ensure access to services.

Collaborate with Student Conduct, Student Life, Campus Police, HR, Deans, Disabled Student Programs, Personal Counseling, and legal counsel, and assist with Clery Act compliance.

Monitor department goals, collaborate with university departments and community partners to implement programs and activities, and advise District leadership on Title IX and Gender Equity issues.

Participate in and chair various committees, including the Prevention Education Advisory Committee, Crisis Prevention and Response Team, and the Incident Management Team, planning ongoing student-facing prevention education in partnership with campus and community partners to meet Clery and VAWA requirements.

Directly manage all aspects of employee lifecycle including recruitment, transfers, suspensions, layoffs, recalls, promotions, terminations, task assignments, performance evaluations, rewards, disciplinary actions, and grievance resolution, ensuring adherence to company policies and legal requirements.

Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Master’s Degree, or higher, in business, or a related field such as human resources, education, social work, or psychology.

Four years of experience handling Title IX at an institution-wide level within a college or university setting. This experience must include conducting investigations, writing comprehensive reports, and supporting Title IX training programs.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Understanding of evidence-based prevention practices, behavior change theory, and trauma-informed best practices.
  • Knowledge of informal resolution options including mediation, restorative or transformative justice practices, and community-based victim assistance services.
  • Proficiency in conducting investigations, including interview methods, trauma-informed approaches, and maintaining detailed case files.
  • Background in Title IX / discrimination / harassment resolution process roles such as Coordinator, Investigator, or Decision-maker.
  • Understanding of current laws including Title IX, VAWA, Title VII, FERPA, and state / federal regulations as well as emerging Title IX trends, legal obligations, and initiatives.
  • Ability to develop and deliver educational curriculum and training on Title IX topics to students and employees.
  • Application of knowledge in analyzing complaints, advising administrators, conducting investigations, and developing training materials to ensure compliance with regulations.

Familiarity with the utilization of mediation, conflict resolution, and trauma-informed practices in sensitive situations.

  • Proficiency in using general office software and equipment for communication, data aggregation, and report development.
  • Ability to maintain confidentiality, objectivity, and impartiality in investigations.
  • Competence in conducting culturally responsive and trauma-informed interviews and investigations.
  • Staying updated with changes to federal and state regulations concerning Equal Employment Opportunity, Title IX, diversity, sexual harassment, and assault.
  • Strong communication skills, both orally and in writing.
  • Demonstrated experience working with communities who have been traditionally underserved by higher education and experience in the pedagogy reflecting intersections of race, culture, class, ethnic, and queer communities.?
