This position provides oversight for all contract management activities on large projects or key, strategic projects. This role assures, through assigned contract administrators, compliance with Prime Contract, and Fluor Contract Management Practices.
The position requires the Contract Director to report to project, department and company senior leadership on the health of the assigned project(s);
develop and approve contracting strategies, sourcing, negotiation, award, execution, Contract management administration and close out of various types of contracts, reviewing and approving contract awards within their delegated authority, including Prime Contracts Administration that support services performed on a global project basis.
Work is performed in the home office and field locations for projects ranging in duration from short term to long term.

Basic Job Requirements
Accredited four (4) year degree or global equivalent in applicable field of study and fifteen (15) years* of work-related experience or a combination of education and directly related experience equal to nineteen (19) years* if non-degreed;
some locations may have additional or different qualifications in order to comply with local requirements
- Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders

Other Job Requirements
- Develop contracting strategy and contracting plan for the project in collaboration with the project team
- Develop project specific contract templates based upon Prime contract requirements, Fluor systems and operating requirements.
- Lead the entire contracting process, from Pre-Award to Close-Out, on large-scale projects across multiple offices
- Develop bid evaluation plans for high risk, high value engineering, procurement, fabrication and construction Request for Proposal (RFP) packages
- Participate in Prime Contract Business Risk Management Assessment Business Risk Management Framework (BRMF) and development of Contract Risk Assessment Matrix for the project
- Coordinate interfaces with various stakeholders, including Project Management, Construction, Project Controls, Quality, Safety, Finance, Clients, and Joint Venture Partners
- Collaborate on technical documents for the RFP process
- Safeguard the Company’s interests by mitigating risks
- Develop and conduct functional training programs
- Manage personnel including supervision of employees in direct performance of the work as well as mentoring and coaching in an official and unofficial capacity, conducting formal and informal counseling sessions to give regular feedback and address any performance issues, issuing of formal reprimands and coordinating with functional management and HR to take disciplinary action when necessary
- Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
- May need to travel to attend to business related matters

Preferred Qualifications
- Accredited degree in Business, Construction Management, or Law (or global equivalent)
- Advanced degree options : Master of Business Administration, Master of Industrial Engineering, Law degree (Juris Doctor), or global equivalent
- 15 years of overall contract management experience. This includes contract administration and supply chain management for mega engineering, procurement, fabrication, and construction / construction management (EPFC / CM) projects / programs
- Minimum of 10 years of field and international experience
- Strong knowledge of Pre-Award processes and contract package formation
- Experience in developing and negotiating contract terms and conditions, specifically for contracts, construction, modularization / fabrication, and professional services (Lump Sum, Unit Price, and cost reimbursable basis)
- Strong understanding of contracting principles and legal terms
- Familiarity with the construction industry and contract language associated with EPFC / CM
- Ability / willingness for home office and / or field short term and long-term assignments
- Experience managing construction contracts on industrial project sites
