DESCRIPTION OF RESPONSIBILITIES :
- On a daily basis, analyze approximately 25 funding document requests from 24 subordinate units and Budget Branch for accuracy and completeness using a government provided checklist.
- Prepare the funding documents in automated financial management systems and route to the appropriate 2nd level approver.
The number of daily funding document requests will increase by 50% at quarterly start up and fiscal year end.
- On a daily basis, identify and obtain supporting documentation from 24 subordinate units that provides for the clearing and posting of rejected transactions (approximately 15 reject issues per day) and submit supporting documentation to the government representative for final disposition and processing.
- Interprets and evaluates financial information from 24 subordinate units to provide recommendations to ensure compliance with laws, regulations, and policies, and efficient use of resources to meet organizational goals and objectives.
- On a quarterly basis, extract, analyze, and distribute approximately 25 Dormant Account Review Quarterly (DAR-Q) transactions pending expenditures to 24 subordinate units.
- Interpret and evaluate financial information and provide recommendations to ensure compliance with law, regulations, and policies, and efficient use of resources to meet organizational goals and objectives.
- By 10 : 00AM each day, utilize at least 5 accounting and reporting systems to extract and archive approximately 45 accounting reports for current and prior fiscal years.
- Notify Comptroller Directorate personnel of completion via email.
- Review obligations and expenditures from 24 subordinate units to identify instances of over obligations of funds and provide the current status to the Government Financial Analyst for action.
The number of reports per day will increase up to 50% during fiscal year-end (September) and start-up (October).
- Maintain reports electronically.
- On the last day of each week, extract and archive the current commitment report utilizing the automated Financial Management Systems and archive the commitment report on the NECCPAC share drive.
- Send follow up emails to obtain obligating documents by contacting the performing activity then provide the current status to the government representative.
- Other duties as assigned.
REQUIRED EDUCATION :
Bachelor’s degree in accounting, Finance, Business Administration or a related field
REQUIRED SKILLS AND EXPERIENCE :
- Must have five (5) or more years of working in Government financial management operations.
- Extensive knowledge of accounting practices and procedures.
- Strong understanding of accounting principles and standards, including Generally Accepted Accounting Principles (GAAP)
- Familiarity with Navy-specific accounting regulations and guidelines
- Must have a good working experience with Department of Defense financial management operations and be technically proficient in the systems employed in executing its core mission.
- Representative programs and systems could include but are not limited to : CFMS, STARS-FL, SABRS, DEAMS, AND NERP.
- Must have demonstrated expertise in data analytics, knowledge in Department of Defense Appropriations, Fiscal law, and Department of the Navy Financial Systems
- Must have high degree of competence in use of Microsoft Applications such as Word, Excel, and Power Point, and skills in oral, and written communication.
- Must be fluent in the English Language
REQUIRED CITIZENSHIP AND CLEARANCE :
- Must be U.S. Citizen.
- Must have an active Secret clearance.
