POSITION DUTIES

This position will be responsible for receiving EEO inquiries for Department of Public Safety and Correctional Services (DPSCS).

That includes conducting investigations of all internal Equal Employment Opportunity (EEO) Complaints. Such tasks shall include but not be limited to intake, triage, assessment of complaints, referral of non-EEO complaints, drafting appropriate and related documents, completion of investigative report, rendering finding and recommendation, case management, and mediations with guidance from Senior EEO staff and management.

This position will also assist with the development and delivery of training, data compilation and EEO related reporting requirements.

This position’s primary duty will be to investigate complaints of discrimination to include equal employment opportunity, referral of non-EEO matters, Americans with Disabilities Act and sexual harassment complaints.

Receive, investigate, and recommend corrective action to charging parties’ supervisor via the Director and Deputy Director and facilitate the resolution of all EEO / ADA related complaints filed by DPSCS employees, prepare detailed responses to EEO / ADA related complaints from outside agencies including the Equal Employment Opportunity Commission and the MD Commission on Civil Rights in their respective region with guidance from Senior OEEO staff.

  • Duties include : providing assistance and making recommendations to the EEO Investigative Supervisor and / or EEO Compliance Manager on issues and philosophies related to EEO / ADA;
  • reviewing and approving employment transactions, assisting in the development of policies and procedures regarding EEO / ADA;
  • participating on interview panels to ensure fair hiring practices as directed by Management; reviewing statistical data regarding the Department’s workforce and employment practices, which includes recruitment and retention progress;
  • providing information and guidance to managers for review regarding EEO / ADA laws and requirements for compliance, and delivery of training;

participating in EEO / DEI initiatives.

MINIMUM QUALIFICATIONS

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience : Five years of administrative staff or professional work.

Notes :

1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

1. Experience assisting in the development of policies and procedures. 2. Experience handling investigations and / or complaints of discrimination and report writing.

3. Experience conducting, delivering and formatting training related to EEO, Diversity, or Equity, Inclusion.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
