The selected candidate will serve as a backup in the Human Resources office and backup the areas of Employee Transactions and Interview and Selection.

The selected candidate will also be the key resource facilitating the utilization of its new Human Capital Management (HCM) system and its related modules.

We invite all qualified candidates to apply.Essential FunctionsServes as Human Resources (HR) Generalist, transactions / hiring liaison for the Bureaus / Divisions of the Illinois Environmental Protection Agency (IEPA) which include the Director, Deputy Director, Chief of Staff and Bureau of Air (BOA), Bureau of Land (BOL), Bureau of Water (BOW), Division of Legal Counsel (DLC) and Division of Laboratories (LAB) : Serves as an Agency HR Generalist to the Interview and Selection Office : Serves as backup in the absence of Transactions Specialist or Hiring Officer : Conducts onboarding of new staff in concert with other HR staff : Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Specialized SkillsOf the two years of required experience, requires two years of experience in interpreting and applying State rules and guidelines in conducting employee transactions.

Two years of experience in utilizing DCMS departmental rules personnel code, rules, pay plan, collective bargaining contracts and Memorandum of Understanding (MOU’s) as applicable to the state hiring process.

Two years of experience in the utilization of State of Illinois systems (IMSH), SharePoint sites, Success Factors / Human Capital Management and its related modules.

Two years of experience in reviewing selection criteria and interview instruments and serving as lead panel member conducting interviews for filling vacant positions remain current and maintain Interview and Selection training.

Two years of experience in communicating with internal and external parties both in writing and verbally to interpret, obtain and solicit information.

Minimum QualificationsRequires knowledge, skill, and mental development equivalent to completion of four years of collegeRequires two years of professional human resources experience.

Preferred QualificationsPrefers at least (2) two years of experience in interpreting and applying rules and guidelines in performing employee transactions.

Prefers at least (2) two years of experience utilizing a Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Memorandum of Understanding (MOU’s as applicable to the state hiring process, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived there from, and departmental policies, procedures and processes.

Prefers at least (2) two years of experience utilizing computer systems, software, templates or an Employee / Human Resources automated system or database(s).

Prefers at least (2) two years of experience of the framing of correspondence and reports with grammatical correctness and communicating with internal and external parties both in writing and verbally to interpret, obtain and solicit information.

Prefers extensive knowledge of state government and its processes.Prefers at least (2) two years of experience in reviewing selection criteria and interview instruments and serving as lead panel member conducting interviews for filling vacant positions.

Prefers ability to factor a project into activities that when organized produce the desired result(s).Prefers ability to read, assimilate and recall with a high degree of proficiency facts and figures.

Prefers ability to obtain and solicit relevant information / data from people.Prefers ability to conceptualize and hence to demonstrate relationships between things, person, and ideas.
