CUNY York College seeks a highly skilled Procurement Director to oversee the Procurement Office,reporting directly to the Vice President for Finance and Administration and working closely with the Assistant Vice President for Planning and Budget and Business Manager.
This leadership role is crucial for ensuring the efficient acquisition of goods, services, and equipment, while maintaining compliance with relevant regulations and policies.
The Procurement Director will play a key role in optimizing procurement processes, fostering effective stakeholder relationships, and supporting the College’s strategic goals.
Key Responsibilities :
- Oversee all aspects of tax levy and non-tax levy purchases, including developing bid specifications, advertising in the NYS Contract Reporter, and negotiating contracts with vendors through various procurement methods such as Invitations for Bids (IFBs), Requests for Proposals (RFPs), and Expressions of Interest.
- Develops and implements project-based procurement solicitations, contracts, and task order documents with stake holders and legal, and forwards to prospective bidders / proposers, which will also include the tasks of encumbering contracts and the creation of purchase orders.
- Prepares, analyzes and oversees the evaluation and award processes for IFBs and RFPs, and participate in contract negotiations and other solicitation forms.
- Participate in strategic planning and process re-engineering; assess outcomes and provide recommendations for resource allocation.
- Serves as a liaison with internal and external stakeholders across various levels, including program, legal, finance / budget, IT services, vendor integrity, other colleges, oversight agencies, and vendors, ensuring effective and timely vendor awards and support services.
- Assist in the development and implementation of internal policies and training materials for CUNYFirst, NYS Financial System, and other tools essential for executing strategic initiatives in the e-Procurement environment.
- Collaborate effectively with internal departments, the College’s academic and operations teams, University General Counsel’s Office, and the Central Office of Facility Planning and Construction Management to support procurement needs and strategic goals.

QUALIFICATIONS
Bachelor's Degree in a business discipline or related field and eight years' related experience required.
The following qualifications are preferred :
- Master’s Degree in business discipline or related field
- Knowledge of NY City and State procurement policies
- Experience with E-Commerce
- Knowledge of Enterprise Resource Planning System, the State Financial System, and the New York City Financial Management System
- Effective leadership capabilities and collaborative work style
- Strong analytical, supervisory and communication skills
- Proficiency with relevant computer-based systems
- Detailed originated and accurate with strong numerical analysis, evaluation, and research skills.
- Availability to work evening and weekend hours as required
CUNY TITLE OVERVIEW
Directs a College's purchasing and contracting operations including staff supervision and legal compliance.
Oversees the procurement of all goods and services necessary for a College's operations within the parameters of CUNY and NYC procurement regulations.
Represents the College on purchasing and contract matters, providing expertise and guidance during the bidding, selection, negotiation and contract processes.
Manages and supervises the purchasing office staff to assure all activities related to goods and services are performed in accordance with the applicable guidelines and regulations.
Manages the Board Resolution process for contracts and purchases in excess of mandated amounts.
Liaisons with College, University and governmental representatives.
Provides reports to the executive administration on department operations as required.
Performs related duties as assigned.
