Job Description
EDCs Administration & Finance Division has an opening for a full-time Grants and Contracts Administrator II in the Office of Sponsored Programs (OSP), reporting to the Senior Assistant Director or to the Associate Director of OSP.
This role is open to US-based telecommuters. OSP has primary responsibility for proposal review, processing awards received by EDC, and administering subawards and other agreements related to sponsored programs.
The Grants and Contracts Administrator II plays a primary role in teaming with senior OSP staff in all aspects of pre- and post-award administration of EDC programs, with a special focus on proposal processing, updating the sponsored programs database and the creation, review, and administration of subawards and vendor / consulting agreements.
Essential Functions
The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders;
and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.
The Grants and Contracts Administrator II will :
- Work with senior OSP staff to manage proposal routing and review, with special focus on accuracy of budget preparation, calculations, and cohesiveness of underlying assumptions;
- Collect and organize proposal materials, subaward request forms and other forms to prepare them for institutional review and sign-off;
- Using OSP templates and drafts subawards, assist in the development of new templates, as required;
- Assist in the documentation of OSP work processes, policies, procedures and guidelines as requested;
- Participate in handling and routine review of EDC transactions that involve OSP, including, but not limited to, approval requests and Professional Service Agreements;
- Run reports on project and subaward statuses, identifies and carries out administrative actions for projects, and develops new or revised reports as required;
- Be responsible for data entry and quality control of EDCs grants and contracts database
- Maintains project and proposal files as needed.
- Responds to frequent requests for documentation and information from other EDC departments, involving senior OSP staff as needed;
- Develop and maintain an up-to-date knowledge of Federal and non-Federal grant and contract regulations along with EDCs policies and procedures;
may perform regulatory research tasks as assigned
- Serves as primary business contact with sponsors and subawardees on at least one project in coordination with Assistant Directors;
- Assists in grant, contract and subaward negotiations as required;
- In coordination with Assistant Directors, identifies and carries out tasks to increase efficiency and accuracy of OSP, proposal, and / or other EDC business workstreams;
- Demonstrates teamwork and engages collaboratively in feedback;
- Assists in identifying and troubleshooting problems, ensuring coordination between parties, and participates in generating resolutions;
- Performs special projects and other duties as assigned

Education :
Bachelors degree or equivalent combination of training, education and experience.
Other skills / Experience :
- 4-6 years related business experience;
- Prior experience with pre- and post- award federal grants and contracts procedures;
- Demonstrated ability to perform effectively in a fast-paced environment and ability to quickly adjust priorities in a deadline-driven environment;
- Ability to exercise sound judgment and to work well under pressure, take initiative, be flexible, be diplomatic, and handle highly confidential information appropriately;
- Willingness to work in teams with an emphasis on personal growth as well as contributing to the success of all department members;
- Excellent attention to detail and the highest standards of accuracy;
- Strong mathematical and spreadsheet skills and familiarity with budget development and review;
- Excellent organization, time management and communications skills.
Preferred Skills :
- Experience with USAID and international donors;
- Lived and / or professional experience in cross-cultural settings.
Language :
- Fluency in a second language is preferred.
