Your Specific Responsibilities :

This is a highly responsible and independent position, under the supervision of the Florida Department of Health in Miami-Dade County Public Health Preparedness Deputy Director.

This position is responsible for developing, implementing, and administering the Miami-Dade County Medical Reserve Corps following state and national guidelines.

This involves the necessary administrative and operational activities associated with the community-based program designed to organize and utilize volunteers wishing to donate their time and professional skills to promote public health principles and preparedness year-round as well as contributing to response activities during emergencies and disasters threatening public health.

This position is responsible for coordinating local Medical Reserve Corps (MRC) volunteers and activities with local and regional emergency response partners.

Additionally, this position provides support to the other programs to assist them in preparing and responding to public health emergencies.

The incumbent is responsible for recruitment and retention of health care professionals as well as non-medical volunteers.

Develops and evaluates activities of the MRC volunteer program. Coordinates and conducts training, exercises, and drills to be attended by MRC volunteers and / or DOH-Miami-Dade Team Members.

Assesses volunteer and overall department training needs for mission specific requirements. Links volunteers to local emergency response drills and exercises.

Assists in planning local emergency response trainings, drills, and exercises. Coordinates MRC activities during actual and / or simulated emergency response.

Conducts education and training meetings for MRC volunteers. Facilitates basic Incident Command System and National Incident Management System, core competency, and general orientation training to all volunteers.

Promotes the program through outreach and presentations. Implementation of annual action plans that further local MRC efforts and link to the Florida and / or National MRC Network Strategic plans.

Works with state and local public health staff to coordinate program implementation and promotion. Maintains and reports records of volunteer training and hours served.

Conducts presentations on the MRC to local organizations. Prepares reports and maintain records as required by local, state, and federal rules to include training and exercise records.

Maintains a MRC scorecard and submits required quarterly and annual reports. Coordinates MRC activities and related requirements, such as with Jr.

MRC events and hospital credentialing, throughout the community. Ensures volunteers meet all requirements, including for security and training, pursuant to local, state, and federal guidelines.

The incumbent will be responsible for the recruitment and retention of healthcare and non-healthcare professional volunteers for the Medical Reserve Corps in Miami-Dade.

Responsibilities will include, but will not be limited to, securing MRC funding through the local HPC, conducting general orientations for new volunteers, performing fingerprinting for Level II Background checks, printing ID badges, maintaining MRC-related records, submitting required quarterly and annual reports, maintaining ongoing communication with volunteers, and engaging and collaborating with community partners to recruit volunteers.

The incumbent will be designated group manager access in SERVFL / FLHAN and will be expected to conduct quarterly notification drills and update the MRC scorecard based on results from notification drills.

Communicates with volunteers through Florida Department of Health’s Health Alert Network (Everbridge / FLHAN) and other available means to convey messages, newsletters, and emails.

Utilizes of FLHAN database and redundant tracking systems for volunteer management. Verifies volunteer credentials through FLHAN and performs background screening as necessary.

Manages the deployment of MRC volunteers by ensuring all activities are pre-approved and within the scope of the MRC. Maintains regular communication with MRC volunteers.

Maintains current the Miami-Dade MRC handbook which guides the operation of the Miami-Dade Medical Reserve Corp unit. The incumbent will provide materials, links, and information and coordinate with identified parties to maintain the MRC webpage current.

Preparation of marketing materials and working with media to promote the MRC and volunteer recruitment.

Coordinates and communicates with local Emergency Operations Center (EOC), Emergency Support Function (ESF) 8 - Health and Medical partners, and others to support local / regional emergency response planning and the MRC’s role.

Attends assigned emergency planning meetings. Interacts with the public and serves as liaison to other professional volunteer agencies.

During incidents, events, or exercises the incumbent may serve in various capacities, to include as the ESF-8 representative at the EOC.

The incumbent will attend staff and community meetings, workgroups, committees, councils, trainings, and conferences necessary for functions of emergency preparedness.

Assist with new employee orientations as they related to preparedness. Maintain documentation and provide written reports as necessary for all activity attendance.

Will be responsible and required in the event of an emergency activation to respond and mobilize to work during or beyond normal work hours or days at the county emergency operation center or activated incident command post as assigned.

Regional and / or out of state travel may be required.

The incumbent will be responsible for maintaining and revising volunteer management plans and ensure processes align with state required technical reviews.

Identify and assess industry best practices in volunteer management and disaster preparedness. Work collaboratively on various reviews, accreditations, recognitions of the Public Health Preparedness Program.

Prepares and maintains required budgets, reports, and management documents related to MRC. Works closely with Public Health Preparedness staff and partners to identify and develop new funding sources to include grants.

Working with supervisor to develop and manage budget and purchase supplies, equipment, and contractual services as they relate to MRC.

Other related duties as required.

Qualifications : Minimum

Minimum

Valid driver’s license with less than two moving violations within the past three years, willing to be deployed to out of the county / state in case of an emergency, experience preparing and delivering informative presentations and training to an audience.
