The Commission for the Blind (OCB) provides vocational rehabilitation and independent living services to Oregonians who experience vision loss.

The OCB mission is to empower Oregonians who are blind to fully engage in life. We fulfill this mission by administering federal- and state-funded vocational rehabilitation and independent living programs that support Oregonians who are blind or visually impaired in going to work and living independently in their homes and communities.

The Operations & Policy Analyst is the primary coordination contact for monitoring federal and state legislation for changes to the rehabilitation program and providing information to management for the use of operational decision making.

Additionally, responsible for compiling reports of data for various purposes including federal and state reporting requirements, training needs based on changes in legislation and agency procedures, and consultation to agency staff on the agency computerized case management system as well as on agency policies and procedures for rehabilitation services.

Performing as a consultant to field staff regarding services / resources for individuals being served in the vocational rehabilitation and independent living programs and runs project management to support various agency programs and initiatives.

What We Are Looking For

Minimum Qualifications :

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills;
  • and two years professional-level evaluative, analytical and planning work. OR;

Any combination of experience and education equivalent to five years of experience that typically supports the knowledge and skills for the classification.

Desired Attributes :

Demonstrated project management skills and experience.

Strong analytical skills with data management, Excel, outlook, developing forms and similar applications.

Preparing, facilitating and presenting trainings to individuals or groups of professional staff.

Demonstrated experience with policy development, implementation and interpretation, program compliance, or related work.

Strategic and critical thinker with ability to collect, organize and evaluate information to produce recommendations for action.

Preference Statement

Preference may be given to those candidates who have experience utilizing or administrating case management software and working with vocational rehabilitation programs.
