The NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Tax Audit and Enforcement Division is charged with the audit of all business and excise taxes administered by New York City.

The division conducts audits related to personal, sales, and use taxes. Its Enforcement Unit conducts audits of taxpayers who are potentially evading compliance with City tax laws and rules.

City tax auditors conduct audits of selected audit candidates with a goal of determining the appropriate tax liability of each taxpayer and applying NYC rules and laws in accordance with the City’s policies and procedures.

An excellent promotional opportunity is available in the Tax Audit and Enforcement Division for an experienced and highly organized individual to serve as Director in the Unincorp Business Tax unit.

The selected candidate will oversee the management and operation of several groups of auditors and supervisors responsible for conducting tax audits of varied complexity.

Responsibilities

The responsibilities include, but are not limited to, the following :

  • Interpret complex New York City Unincorporated Business and Business Corporation Tax laws, regulations, and Internal Revenue Codes.
  • Participate in the development of comprehensive training programs.
  • Advise staff on tax auditing standards and best practices.
  • Ensure that all audits are conducted in accordance with tax laws, departmental policies, and procedures.
  • Ensure that sufficient levels of open and unassigned inventory are maintained.
  • Develop audit cases including active involvement in model development, case screening, assigning case complexity and selecting audit candidates.
  • Conduct monthly reviews of auditors' inventories to ensure that sufficient levels of open cases are maintained by each auditor.
  • Ensure that cases are assigned to auditors based on inventory level, auditor's title, and case complexity.
  • Make recommendations regarding improved audit selection, auditing techniques, policy, and procedures.
  • Communicate objectives consistent with agency and division goals.
  • Monitor units' performance and productivity.
  • Participate in the resolution of complex New York City Unincorporated Business and Business Corporation Tax cases with taxpayers and / or their representatives.

Minimum Qualifications

1. A baccalaureate degree including or supplemented by 24 credits in accounting, including at least one course each in auditing, U.

S. taxation, advanced accounting, and cost accounting and four years of full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity, requiring independent decision making concerning program management or planning, allocation of resources and scheduling and assignment of work.

2. High school or equivalent and 24 credits in accounting including at least one course each in auditing, U.S. taxation, advanced accounting and cost accounting and six years full-time progressively responsible tax related auditing or tax accounting experience at least 18 months of which must have been in an administrative or managerial capacity requiring independent decision making concerning program management or planning, allocation of resources and the scheduling and assignment of work.

3. Education and / or experience equivalent to "1" or "2" above. However, all candidates must have at least 24 credits in accounting from an accredited college including at least one course each in auditing, U.

S. taxation, advanced accounting and cost accounting. Appropriate education may be substituted for the general tax related auditing or tax accounting experience (but not for the 18 months of administrative or managerial experience described above) at the rate of one year of college for six months of experience up to a maximum of four years college for two years of experience.

A master's degree with a major in accounting, auditing or taxation may be substituted for an additional year of the general tax related auditing or tax accounting experience.

In all cases, all candidates must have at least 18 months of tax related auditing or tax accounting experience in an administrative or managerial capacity.

Preferred Skills

  • At least 9.5 years of Tax auditing experience, including at least 2 years as an assistant director in Unincorporated Business Tax unit, or equivalent governmental agency experience or 2 years in a managerial / supervisory position in a tax audit environment.
  • Demonstrated ability to audit and assess complex tax audit issues.
  • Excellent knowledge and expertise of New York City Unincorporated Business and Business Corporation tax laws, regulations, audit guidelines and related court cases.
  • Excellent written and verbal communication skills.
  • Strong organizational and leadership skills.
  • A strong working knowledge of MS Office is required.
  • CPA / master's in taxation a plus.
