Job Summary
Technical and Grant Writer will support the MBTA's pursuit of discretionary grants and the development and publishing of the five-year Capital Investment Plan (CIP).
In this role, the Writer will support the Capital Program Planning Department in translating the vision and goals set by the Governor, Secretary, MBTA Board, and General Manager into an achievable portfolio of tangible capital programs and projects.
The Writer will increase the MBTA's capacity to communicate the Capital Program to both internal and external stakeholders including members of the public and to seek competitive grant opportunities to support the MBTA's capital program.
The Writer will work with members of the Capital Program Planning Department and other stakeholders to develop and maintain content in support of various initiatives.
The Writer will be responsible for creating a narrative report and other public-facing web content communicating the development and publishing of the annual CIP.
This will include coordinating and publishing schedules and collaborating with several internal stakeholders to create content.
In partnership with the grants team and project managers, the Writer will also draft proposals and other documentation to support discretionary grant submissions.
Duties & Responsibilities
- Support the proposal process for competitive grant opportunities, including coordination with key stakeholders across the agency, and writing proposal content.
- Perform research on Federal and other grant opportunities to support the Capital Program.
- Draft narrative content that succinctly and effectively communicates the Capital Program at both the individual project and overall program level.
- Coordinate updates to public-facing content in accordance with the annual CIP development cycle.
- Collaborate with outreach team, web team, and others to update public-facing communications in support of the annual CIP public comment period,
- Support development of executive-level and public-facing presentations, memos, reports, and other analysis about the MBTA Capital Program.
- Support documentation of internal systems and development of ongoing process improvements.
- Support development of the MBTA's five-year CIP, working closely with the MassDOT and MBTA leadership team, asset owners, project managers, and other internal and external stakeholders.
- Support processes to identify, develop, refine, and update capital programs that advance MBTA strategic goals and / or operational performance metrics.
- Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
- A Bachelor's degree from an accredited institution
- Two (2) years of relevant experience writing grants, proposals, reports and / or other relevant writing or communications experience.
- Excellent communication, analytical, and presentation skills with an ability to simplify complex programs for a broad audience.
- Excellent organization and time management skills.
- Demonstrated ability to meet deadlines while handling multiple projects simultaneously.
- Ability to learn quickly, take direction, and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
- Experience with MS Office, Excel, PowerPoint, and SharePoint.
- Demonstrated ability to work effectively with a diverse workforce.
Substitutions Include
- A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the Bachelor's degree requirement
- An Associate's degree from an accredited institution an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement
- A Master's degree in a related subject substitutes for two (2) years of general experience.
- A nationally recognized certification, or statewide / professional certification in a related field substitutes for one year of experience
Preferred Experience and Skills
Experience in grant and report writing for a public agency or within the transportation sector.

- Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
