Public Services Division Director - COUNTY MANAGER

This position performs a variety of highly responsible professional and managerial duties in providing strategic planning, guidance, tracking and measuring; providing strategic oversight for organizational development, contract management and policy development; facilitates communication and information management between the executive staff members.

Plans, organizes, administers, and directs the activities of the Department of Public Service. Manages significant County projects and connects Sedgwick County to community businesses, Federal, State, and Local agencies and various divisions and other elected officials through regular and routine contacts.

Directs the internal service functions of the Department of Public Services, as managed by the division directors or manager for the Department of Aging and Disabilities, COMCARE, Health, and Human Services Grants.

Serve as advisor to the County Manager and Board of County Commissioners, participating in regular business meetings regarding all County functions.

Partner with senior management and the County Manager, staff, and department heads to build collaborations, maximize resources, develop policies, and support special projects.

Oversee budgeting, fiscal analysis, financial accountability, and unit / cost comparisons.

Promote the County's mission, vision, and values while leading organizational and employee development and recognizing contributions at all levels.

Review departmental and divisional practices to drive continuous service improvement.

Serve as a management partment and carry out special projects as assigned by the County Manager.

Oversee all the divisions and programs within the Public Services Department

Align departmental KPIs and performance standards with County Strategic Goals to drive measurable, high-quality outcomes.

Guide divisions in budget development, fiscal analysis, and capital projects using strategic goals and KPIs.

Ensure compliance by reviewing laws, guidelines, and policies, and by developing departmental procedures.

Build and maintain partnerships with community organizations, legislators, regulatory bodies, and staff to sustain the system of care.

Educate and advocate with elected officials for funding, stability, and program support.

Represent the County on community boards, commissions, and task forces related to divisions and programs.

Minimum Qualifications : Bachelor's Degree from an accredited college or university Public Health, Social Services, Public Administration, Business Administration or a related field. Five years progressively responsible management experience in public or private sector administration, including oversight of multiple divisions, programs, or large-scale projects. Per Sedgwick County Policy, this is a driving level position that requires a valid US driver's license without restrictions and current proof of automobile insurance.

Preferred Qualifications : Ten years of senior leadership experience in local government or a comparable large, complex organization, with direct responsibility for multiple departments or divisions. Three years of experience collaborating with community partners to deliver services. Three years of experience applying best practices in Human Services or related public service systems. Experience working directly with elected boards and community coalitions. Master's degree from an accredited college or university in Public Administration, Business Administration, Political Science, Public Health, Social Services, or related field. Relevant professional certifications in public administration, project management, or human / social services (e.g., ICMA Credentialed Manager, Project Management Professional, Certified Public Manager, Licensed Social Worker, etc.).
