Southern California Alcohol and Drug Programs, Inc. (SCADP) was established in 1972 in a grassroots effort by community volunteers seeking alternatives for individuals with substance use disorder (SUD).

SCADP is a 501 (c) (3) non-profit organization providing residential and outpatient substance abuse treatment.

PAY RATE : $87400 - $92000 Per Year

JOB SUMMARY and PURPOSE

The Clinical Compliance Manager is generally responsible for identifying and marshalling the resources necessary to achieve the organization's goals through the various programs operated by VOALA and its affiliate SCADP.

Specifically : multiple programs providing to clients individualized assistance through access to service linkages, counseling, life planning, and various crisis intervention methods in order to prepare individuals for further success.

The Clinical Compliance Manager will stay up-to-date on the rules and regulations involved in providing federal or state public services, and direct resources toward creating links with other non-profit organizations in order to pool resources and coordinate efforts.

The Clinical Compliance Manager is also responsible for monitoring and renewing facility licensing and ensure facilities are up to code with health and safety regulations.

Reporting to the Clinical Regional Director, the Clinical Compliance Manager will assess clients and client records, evaluate medical necessity for treatment services and work in collaboration with key program staff to assist in meeting the overall needs of patients.

Clinical Compliance Manager will assist Clinical Regional Director in overseeing other VOALA / SCADP programs as needed including DV and DUI.

The Clinical Compliance Manager shall be registered with the California Board of Behavioral Sciences (BBS) as an Associate Marriage and Family Therapist (AMFT) or Associate Clinical Social Worker (ACSW).

DUTIES AND RESPONSIBILITIES

  • Complete daily census with tasks due for AOD / clinical staff
  • Monitor authorizations, submit authorizations, monitor for issues / approval
  • Monitoring sage EHR files for compliance and delegate tasks due or late
  • Collaborate with regional clinical director on compliance and daily census
  • Provide coverage at other sites when therapist or census work is required
  • Monitor issues with Sage EHR documentation and report to program manager, regional clinical director and billing department
  • Review documentation for client screening, intake, orientation, and assessment functions necessary to complete admission to the residential program, and for continuing stay criteria based on ASAM Criteria.
  • Submit authorization for client services following review or give feedback to clinical staff on missing items.
  • Ensure adherence to DMC-ODS Waiver, Title XXII, CARF standards, and HIPAA.
  • Review documentation of problem list and care plans, renewed assessment documentation using the ASAM Criteria at 30 day intervals following the initial assessment to measure change and guide continuing care or aftercare plans.
  • Ensure Delivery of treatment is using trauma informed approach and evidence based practice protocols at sites.
  • Review documentation of Individual, group and family therapeutic counseling
  • Review Providers complete, timely, and accurate documentation of all treatment in Electronic Health Record system and client files, ensuring confidentiality as required by HIPAA.
  • Provide field based services as indicated
  • Respond to client crises and emergencies as needed
  • Act as client advocate to agencies and persons when appropriate.
  • Maintains the dignity and personal rights of all clients as highlighted by deploying clear and skilled crisis communication, evasion techniques when participants display hostile or volatile behaviors.
  • Develops positive workplace relationships with staff and peers by participation in professional development events and offering appropriate support while maintaining a high level of professionalism
  • Participates in routine clinical supervision with Clinical Regional Director
  • Attend staff meetings, case conferences, required training to ensure continuum and quality of care.
  • Assist with training and education projects for staff, residents and community
  • Serve as role model through positive, appropriate conduct and participation in agency events
  • TRAINING : Train, coach, and manage the SCADP and VOALA teams on program requirements, tools, and methods to meet those requirements, including required credentials and continuing education
  • Effectively communicate program and project expectations to team members and management in a timely and clear fashion
  • Plan, conduct and record required in-service training
  • Delegate tasks and responsibilities to appropriate personnel
  • COORDINATE MULTIPLE PROGRAMS : With the Program Managers, supervise operations of multiple teams of staff engaged in various programs, collaborate with HR Department the administration staff
  • Through Program Managers, monitor provision of services provided to participants to ensure the quality and effectiveness of services provided
  • Ensure program(s) interim and final goals and requirements are achieved
  • Evaluate program effectiveness; make proposals to senior management
  • Work with Regional Clinical Director and program managers to Review staff timesheets and disciplinary actions for attendance issues
  • Address employee issues, coordinate with Regional Clinical Director and Program Managers all staffing issues, and employee conflicts, involve HR as require.
  • BUDGETING : Publish monthly budget reports and proposals
  • Estimate and allocate resources that programs may need in order to achieve goals
  • Create and analyze budget reports, make projections for future budgets to meet program goals
  • Report to CEO and CFO recommendations
  • COMMUNICATIONS and COLLABORATION
  • Keep Regional Clinical Director, SCADP and VOALA informed of progress towards achieving Grant goals; Communicate with funders on an ongoing basis
  • Meeting all funder reporting timelines
  • Collaborate with community partners for services and housing opportunities to program participants
  • Collaborate with other VOALA programs and community partners and represent the interests of the agency, the program and its participants in all networking and public relations opportunities
  • Provide supervisory guidance in absence of Clinical Regional Director and oversee all programs, including SUD, DV and DUI

Qualifications

REQUIREMENTS :

Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications

EDUCATION :

  • Master of Science or Master of Arts Degree in Human Services, Social Work or Psychology (or related discipline) from an accredited graduate school.
  • Current state intern number required from California BBS (BBS AMFT or ACSW registration)

EXPERIENCE :

  • Alcohol and Drug residential treatment experience
  • Experienced with moderate to severe mental health symptoms
  • Management of staff, schedules and other issues that arise

PREFERRED QUALIFICATIONS :

  • Alcohol and Drug Counseling Certification by an approved accrediting organization (CCAPP, CADTP or CADEE)
  • History of working with multiple community partners, existing relationships a major plus.
  • Experience connecting clients to community and government resources.
  • Familiarity or work experience in a social services field and / or health care
  • Familiarity with CARF accreditation
  • Familiarity with Electronic Clinical Management System
  • Bilingual in English and Spanish
  • Strong crisis management, conflict resolution and de-escalation skills.
