SALARY : $48,096 to $67,334 Annually

GENERAL JOB DESCRIPTION

To hire, supervise, assign, review, and participate in the work of staff responsible for providing aquatic recreation programs within the City of Cheyenne;

to assist in the operation, safety, cleanliness, and maintenance of aquatics facilities; and to perform a variety of technical tasks relative to assigned area of responsibility.

To offer American Red Cross Lifeguard and First AID / CPR / AED Classes for staff and public.

PRIMARY DUTIES AND RESPONSIBILITIES

Monitor program compliance with federal, state, and local laws, rules and regulations related to the provision of aquatic related services.

Maintain a thorough awareness of new developments in the field of aquatics; incorporate new developments as appropriate into aquatic safety, maintenance, and staffing.

Coordinate and direct aquatic programs suited to the community.

  • Basic operations, services and activities of municipal aquatic facilities maintenance, safety, and staffing. Recent developments, current literature and information related to aquatic facilities maintenance / staffing.
  • Principles of supervision, training, and performance evaluation for part time maintenance staff.
  • Basic procedures, methods and techniques of budget preparation and control. Basic work processing computer programs.
  • Pertinent federal, state, and local laws, codes, and safety regulations.
  • Supervise, organize, train, and evaluate the work of part time maintenance / lifeguard staff.
  • Recommend and implement goals and objectives for providing aquatic recreation programs. Elicit community and organizational support for aquatic programs.
  • Interpret and explain City policies and procedures. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted during work.
  • Prepare and administer aquatic program budgets. Allocate limited resources in a cost-effective manner.

SECONDARY DUTIES AND RESPONSIBILITIES

Hire, prioritize, assign, supervise, review, and participate in the work of staff; responsible for providing aquatic programs and services including facilities and other related services within the aquatic program;

maintain personnel records as required and tabulate monthly employee hours.

Participate in the selection of part-time and volunteer aquatics staff for assigned areas; provide or coordinate staff training;

work with employees to correct deficiencies; implement discipline procedures; keep staff informed by use bulletin board notices and online messages.

  • Promotes and participates in staff recruitment including attending job fairs and community events.
  • Conducts lifeguarding and challenge courses, professional and basic lay responder courses. Maintains all staff certifications.
  • Recommend and assist in the implementation of aquatics program goals and objectives; establish schedules and methods for providing aquatics programming;

implement policies and procedures to the benefit of the Aquatics Division.

  • Promote and coordinate specific activities within an aquatic program; prepare news releases and flyers as necessary for various aquatic programs.
  • Coordinates and oversees the Swim Lesson Program and Swim Team.
  • Coordinates the American Red Cross Whale Tales program with the local school districts.
  • Maintain appropriate inventories for first aid equipment, program materials, staffing equipment, and special event equipment.
  • Schedule usage of aquatic facilities for activities; provide information and assistance to users of aquatic facilities.
  • Monitor and inspect aquatic facilities for safety concerns, cleanliness, and scheduled maintenance; check pH and chemical levels;

clean aquatic facility filters, pumps, and heaters; clean pump rooms; schedule maintenance and secure facilities.

  • Perform other duties and responsibilities as required.
  • Assist with maintaining social media accounts and facility website by posting current information and available activities.
  • Use the RecTrac software to enter swim lesson classes, aqua exercise classes and facility rentals for the public.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Work with chemicals or similar solutions such as liquid chlorine, muriatic acid, and sodium bicarbonate using personal protective equipment.
  • Perceive the full range of the color spectrum, such as when working with electrical wires or water testing color comparators.
  • Communicate effectively and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with Aquatic staff, contractors, citizen groups and the public.
  • Operate computer and application software for maintenance and project management programs.
  • Work safely without presenting a direct threat to self or others.
  • Climb ladders or steps, such as getting onto roofs and into sump pits.
  • Work in a variety of weather conditions with exposure to outdoor elements.
  • Move objects weighing 50 pounds or more long distances (more than 20 feet).
  • Operate power driving construction tools and equipment.
  • Work independently in the absence of a supervisor.
  • Obtain and maintain a current Lifeguard Instructor, Lifeguard, First-Aid, and CPR / AED certification.
  • Obtain and maintain a Certified Pool Operator certification.
  • Swimming requirements to maintain lifeguard certification and skills.
  • General lifting of no more than 50lbs with assistance of other employees.
  • Ability to climb stairs and ladders to elevated guard chairs.

QUALIFICATIONS FOR THE JOB

Required :

High school diploma or GED required.

One (1) year of increasingly responsible experience including supervision.

Pool Operators License recognized by the State of Wyoming

Preferred :

Lifeguarding, First-Aid / CPR certification

While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing.

The employee is also required to maintain the physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds.

Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.

Working Environment :

Outdoor and indoor environments; irregular working hours including weekends and evenings; work with or in water; slippery / uneven surfaces;

exposure to inclement weather, chemicals, fumes, and solvents. Maintaining a sitting position for long periods of time. Climbing to a height of greater than 5 feet.
