Salary Range : $85,000-$95,000

The Program Analyst will perform a variety of both complex and analytical duties including working closely with the team to support portfolio of functional and pillar Operational Units and issue sets covering a range of issues of high importance to the Administration, with a focus on the Countering People’s Republic of China Influence Fund (CPIF) .

The position provides assistance to CPIF and other foreign assistance programs and budgets across the Department of State, USAID, and the interagency are strategic, effective, and coordinated.

The Program Analyst will support the team and provide input on related technical issues. The program analyst may also support other members of the team to assist in areas such as other cross-cutting portfolio backstopping, administrative support, and other duties.

The Program Analyst works with their supervisory chain to rank tasks in order of importance and impending deadlines. The Program Analyst handles several tasks simultaneously.

The individual must develop a working knowledge of USAID / State policies and guidelines, as well as corporate practices and procedures.

The individual is expected to become familiar with office / division technical issues and policies. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Duties and responsibilities include, but are not limited to, the following :

Serves as a point of contact and provide administrative and analytical support for F’s work on the Countering People’s Republic of China Influence Fund (CPIF) , and potentially other portfolios on the team, for cross-cutting functional and pillar operational units and issue-sets.

Liaise and communicate with State and USAID functional and pillar bureaus, and other stakeholders on U.S. foreign assistance strategies, priorities, and resources.

Serves as a first stop in F for inquiries about USG assistance to assigned initiatives / programs, primarily on CPIF. Research and / or analyze State and USAID development of policies, guidance, and implementation plans pertinent to provision of foreign assistance and organizes data for use in briefings, publications, and reports.

  • Ensures assigned bureaus or offices are compliant with F requirements.
  • Responsible for administrative and routine analytic tasks related to foreign assistance policy, planning, performance, evaluation, data, and information systems, and develops a solid understanding of foreign assistance policy, planning, performance, and evaluation systems.
  • In collaboration with supervisor and / or senior staff, tracks and analyzes assigned State and USAID functional and pillar bureaus’ funding and programs at both the budget formulation and budget execution stages, as well as throughout the year.
  • In collaboration with supervisor and / or senior staff, tracks and analyzes legislation related to the CPIF and related programs of the assigned client bureaus / offices.

Assists in the preparation of technical and programmatic communications such as timelines / calendars. Collect and compile MEL data for use in briefing papers, performance, monitoring and evaluation assessments, briefing papers, letters and other official correspondence, memoranda, cables, and presentations

  • Provides administrative and analytic support to technical staff to ensure that tasks and products comply with office / division and corporate policies and procedures.
  • In collaboration with supervisor and / or senior staff and analyzes USAID / STATE funding requests for assigned projects, functional, and pillar operational units and cross-cutting issue-sets and collaborate with team on adjustments to programs and budgets in preparation for Fiscal Year budget submissions.
  • Provides assistance in review and approval of Operational Plans (OPs) and works with State, USAID and field missions to resolve outstanding issues and to secure approval of Operational Plans and release of funding.
  • Facilitates information dissemination and flow regarding issues relevant to the office / division’s technical and administrative equities.
  • Participates in technical and managerial meetings for the purpose of assisting in duties, keeping abreast of new development and emerging issues, sharing information, and formulating recommendations.
  • Provides short-term backstopping support as requested for technical staff.
  • Ensures that schedules and deadlines are met.

Performs other duties as assigned.

Qualifications, Education and / or Experiences :

  • The position requires a bachelor’s degree and 5 years of relevant administrative and analytical experience or high school diploma and at least 8 years of relevant administrative and analytical experience supporting high level executives and programs.
  • Experience in foreign assistance project administration and management procedures preferred.
  • Experience implementing, supporting or measuring foreign assistance programs related to a specific country or region is not required but desirable.
  • Requires proficiency in the use of Microsoft Office with an emphasis on Excel spreadsheet skills, PowerPoint, Internet and e-mail applications.
  • Experience in the use of database applications and presentation software is desirable.
  • Candidates must have strong attention to detail and organizational skills.
  • The individual must be able to handle several tasks simultaneously and work quickly to meet competing deadlines.
