Position Summary :

The Safety and Compliance Manager is responsible for ensuring the company's adherence to all safety, health, and environmental regulations, managing compliance with OSHA (Occupational Safety and Health Administration), SOLAS (Safety of Life at Sea), IMO (International Maritime Organization), and CFR49 (PHMSA) Hazardous Cargo Materials regulations.

This role requires a proactive leader to maintain and enhance a culture of safety and compliance within the organization, focusing on ocean shipping operations.

Key Responsibilities :

  • Regulatory Compliance :
  • Ensure compliance with all relevant OSHA regulations and guidelines.
  • Oversee the implementation and adherence to SOLAS regulations within the company.
  • Manage compliance with IMO regulations, including ISM (International Safety Management) Code and MARPOL (International Convention for the Prevention of Pollution from Ships).
  • Ensure proper handling, transportation, and documentation of hazardous cargo materials according to CFR49 (PHMSA) and other relevant regulations.
  • Safety Programs and Policies :
  • Develop, implement, and maintain comprehensive safety programs and policies to ensure a safe working environment for all employees.
  • Conduct regular safety audits, inspections, and risk assessments to identify and mitigate potential hazards.
  • Lead safety training and education programs for employees at all levels, ensuring they are knowledgeable about safety practices and regulatory requirements.
  • Incident Management :
  • Investigate accidents, incidents, and near misses to determine root causes and develop corrective actions.
  • Maintain detailed records of incidents and ensure that all reporting requirements to regulatory bodies are met.
  • Communicate lessons learned from incidents and near misses to prevent future occurrences and improve safety practices.
  • Documentation and Reporting :
  • Ensure that all safety and compliance documentation is accurate, up-to-date, and easily accessible.
  • Prepare and submit required reports to regulatory bodies in a timely manner.
  • Monitor and analyze safety data to identify trends and areas for improvement, providing regular updates to senior management.
  • Liaison and Coordination :
  • Act as the primary point of contact for regulatory agencies, external auditors, and other stakeholders.
  • Collaborate with internal departments to ensure seamless integration of safety and compliance practices into all operations.
  • Provide guidance and support to management and staff on safety and compliance matters, fostering a culture of continuous improvement.

Qualifications :

  • Bachelor’s degree in Occupational Health and Safety, Environmental Science, Maritime Studies, or a related field.
  • Minimum of 5 years of experience in a safety and compliance role within the maritime or ocean shipping industry.
  • In-depth knowledge of OSHA, SOLAS, IMO regulations, and CFR49 (PHMSA) Hazardous Cargo Materials.
  • Strong understanding of maritime safety practices, procedures, and risk management.
  • Excellent leadership, communication, and interpersonal skills.
  • Ability to conduct thorough investigations and root cause analyses.
  • Proficiency in safety management systems and reporting tools.
  • Certifications such as Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM), or equivalent are preferred.

Working Conditions :
