Key Identifiers for the Position Representing an owner, direct experience scheduling multiple, interdependent projects Direct forensic scheduling experience to support claims analysis on large complex projects (projects of at least $200M value and 3-years or greater duration) Demonstrate understanding of design and construction methodologies and project life-cycles Essential Job Duties Review project schedule submittals by Design and Contractor Teams Perform independent analysis of submitted schedules for Owner, ensuring all schedule submittal meet or exceed the requirements set forth by the contracts.
- These independent analyses include, but are not limited to the review of : Preliminary schedules Baseline schedules Four week look ahead schedules Monthly schedule updates and corresponding recovery schedules / time impact analysis / time extension requests (as applicable) As-Built Project Schedules Facilitate coordination on interface issues between multiple projects Ensure submitted schedules follow LAWA project code and activity code structure Identify, understand and apply the relevant sections of the contract to each claim Assist with change order and claims disputes Complete analyses of contractor’s delay claims and related time impact analyses within context of the contract documents and industry practice;
- examine the claim and actual schedule for later or earlier completion; identify related disruption, acceleration and recovery opportunities;
and recommend apportionment of the delay and / or acceleration and any additional associated costs in accordance with applicable, accepted practices, such as AACE International issued Recommended Practice No.
29 Forensic Schedule Analysis (RP 29) Provide reports of analyses and briefing materials as required. Develop reports that effectively communicate complex project sequencing and / or forensic assessments As applicable to particular claims, provide observations on potential delay mitigation, related schedule issues, communicate to team and recommend alternatives, if any Contribute to the advancement of LAWA’s goals through commitment to productive collaboration with all stakeholders Hardware / Software Knowledge Requires advanced use of Oracle Primavera software (mastery of Primavera Project Planner Version 6.
0 or higher required), along with related software tools such as Schedule Analyzer, Microsoft Project, Claims Digger, etc.
Proficient in Microsoft Office Suite and Bluebeam Professional Experience Level / Other Qualifications 10 years or more of scheduling experience with 5 plus years in direct support of an active construction project Direct forensic scheduling experience to support claims analysis on large-scale, complex heavy civil, vertical and horizontal projects (projects of at least $200M value and 3-years or greater duration) particularly for assessment of delay claims and potential owner’s liabilities Experience with various delivery methods, including Design-Bid-Build, Design+CMAR and Design / Build Demonstrated experience scheduling for multiple concurrent and interrelated projects Ability to effectively communicate technical and schedule related information in oral and written form to non-expert audiences Ability to work collaboratively with other subject matter experts and resources to support owner’s evaluation of claims Demonstrated ability to understand technical and complicated construction program, contract and the ability to communicate progress and findings to both technical and management-level personnel Prior experience in aviation and large transportation projects, is highly desirable Proven accuracy, reliability and completeness in job accomplishment Education / Training Bachelor’s degree in Engineering, Construction Management, or other related technical field required Relevant Professional Licensure & Certifications are strongly preferred.
