Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.

For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS09.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note : Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and / or education as described below : To qualify for the GS-341-11 based on specialized experience : You must have one (1) year of specialized experience at the GS-09 level or equivalent for this position.

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

  • At the GS-11 full performance level, the incumbent demonstrates : Skill in applying analytical and evaluative techniques to identification, consideration, and resolution of issues or problems of a procedural or factual nature;
  • 2) Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations;
  • 3) Ability to use qualitative and quantitative analytical techniques; (4) Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures;

5) Ability to analyze data and make conclusions and recommendations to leadership; (6) Proficiency in use of Microsoft Office products.

Thorough knowledge of the mission, organization, and program requirements of health care delivery systems, the VA system in general, and the VAMC Manchester in particular.

Knowledge and understanding of management principles, practices, methods, techniques and skills, such as team building, leadership and facilitation.

Knowledge of office practices specifically used in the functioning of MHSL clinics. The incumbent demonstrates the ability to direct calls from patients, separating emergent from non 1 emergent situations and directing patients to appropriate areas for assistance and resolution.

Ability to analyze problems and present both written and oral communications taking into full consideration a wide range of factors and requirements which affect the management of the health care delivery system.

Ability to listen well, writes with clarity, and speaks effectively to small and large groups. Ability to establish and maintain effective personal relationships, which involve the patients, their families as well as clinical and administrative staff.

Skills in handling patient problems as they arise for a quick and satisfying resolution. The incumbent seeks solutions to staff problems as well as acting as liaison between various parties.

Interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations. Skill in establishing and maintaining effective working relationships both within and outside the agency.

Skill in handling sensitive and / or confidential information with discretion and ability to exercise good judgement. Knowledge and skills in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and / or organizational productivity;

skill in conducting detailed analyses of program functions and work processes; and interpersonal skills in presenting staffing recommendations and negotiating solutions to disputed recommendations.

To qualify for the GS-201-09 based on specialized experience : You must have one (1) year of specialized experience at the GS-07 level or equivalent for this position.

At the GS-341-9 / 11 : The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description, PD#9-03195-0, Administrative Officer GS-341-11.

The incumbent will perform the duties outlined in the target grade position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery.

The supervisor will provide instructions and / or training in the performance of assigned duties, particularly for those duties that are new, unfamiliar, and relatively complex.

Work will be reviewed during and after completion to evaluate : adequacy of methods, procedures, and results; ability to apply skills and knowledge to routine and non-routine assignment;

and adherence to basic policy and instructions. To qualify for the GS-341-11 based on education : Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.

M., if related. To qualify for the GS-201-09 based on education : Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two (2) full years of progressively higher level graduate education leading to such a degree or LLB.

or J.D., if related. Graduate Education : Education at the graduate level in an accredited college or university meets the requirements for positions at GS-7 through GS-11.

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Qualifying coursework includes : Human Resources Management, Business or Public Administration, or comparable major of study.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.

If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

To qualify for the GS-341-9 / 11 based on combination : Applicants may also combine education and experience to qualify at this level.

Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level;

then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
