Essential Duties and Responsibilities :
Serve as an expert for obtaining air permits and managing air compliance programs for the Salt Lake City Refinery and Wyoming assets.
Assist with compliance solutions for a variety of complex technical / regulatory issues.
Work closely with Refinery technical, projects, operations, and maintenance teams and develop strong relationships to understand specific processes and develop a permitting and compliance strategy to ensure support to maintain regulatory compliance while meeting the refinery’s strategic objectives.
Achieve expectations for scope, budget, schedule, and quality.
Manage deliverables and schedules to established KPIs.
Provide training as needed to refinery staff to ensure air quality program knowledge.
Conduct independent technical reviews of air quality programs to ensure compliance and quality environmental management programs.
Maintain and continuously improve the Environmental Management System for Air Quality programs .
Knowledge, Skills and Abilities Requirements :
Experience and knowledge of federal and state Air regulations.
Minimum of BS in engineering (chemical, mechanical, environmental) or related discipline .
At least 5 years of solid air quality experience, with a high degree of technical competence in Permitting, NSPS, PSD, NSR, BACT, LAER, and MACT requirements.
Specific UDEQ experience a plus.
In-depth understanding of the Oil & Gas, Manufacturing, Technology, or Chemical industry.
Familiarity with and CEMS, COMS, CPMS, stack testing and fenceline monitoring measurement a plus.
Demonstrated leadership ability to build, coach, and mentor collaborative teams.
Positive outlook, collaborative, and driven by the success of BWO’s leadership as a strategic regional producer of petroleum products.
Good interpersonal skills. Able to work cooperatively and productively within the Environmental Team and with all other Technical, Operations, Maintenance and Management personnel.
Able to interact with air inspectors and other regulatory personnel in a courteous and professional manner.
