Job Summary
The Proposal Specialist will be responsible for coordinating, developing, and publishing proposals, presentations, and communication materials that present the Company brand in a strong, consistent manner.
The primary responsibility will be to support the preparation of responses to Requests for Information (RFI), Requests for Qualifications (RFQ), and Requests for Proposals (RFP).
Responsibilities will also include support of CRM data entry, data quality, and updates, as well as ensuring Matrix is compliant with branding policies as set by Corporate Marketing.
The successful candidate will assist Business Development and other departments with both internal and external presentations and communication.
Other responsibilities will include reformatting existing content to convey key points through illustration and graphics.
This position will assist Corporate Marketing in developing project and company narratives for internal and external communications.
The position will also provide general ad hoc support for the organization.
This position may be filled in either Houston, TX or Irvine, CA.
Essential Functions
- Actively support the Company’s commitment to safety and its Core Values .

- Develop and support company requests for proposals, pre-qualifications, presentations, and reports.
- Prepare and maintain proposal outline, schedule, compliance matrix, and associated proposal response document.
- Create and edit multi-page / multi-section documents using brand guidelines and templates.
- Support proposal reviews, including managing the collection, assembly, and distribution of draft materials, participating in reviews of documents, and incorporating and distributing comments to authors.
- Participate in the response to the final reviews; edit content for proper grammar, logic, and readability; and polish document(s) to incorporate missing strategy elements.
- Assist Corporate Marketing in the development of internal and external newsletters.
- Develop and prepare written communications for internal and external communications on behalf of the Company.
- Assist in the coordination of the Company’s participation in trade shows.
- Assist and implement the Company’s communications strategy.
- Develop and prepare dynamic presentations for internal and external use.
- Support and protect the Company’s brand by making sure positive messaging is maintained in all stakeholder communications.
- Support CRM data entry, data quality and updates.
- Some travel may be required.
- Perform additional responsibilities, as required.
Qualifications
- 3+ years marketing, advertising, social media, or public relations experience preferred.
- Bachelor’s degree in Marketing, Communications, Journalism, Business Administration or related area preferred.
- Excellent communication skills, both verbal and written required.
- Advanced PowerPoint skills and expertise required.
- Strong computer skills, including experience using design software such as Adobe CC strongly preferred.
- Ability to synthesize large amounts of data into actionable information.
- Proficiency with Microsoft Word, Excel, Outlook, Teams, SharePoint, and internet search engines for conducting research required.
- Experience with Microsoft Dynamics CRM (or equivalent) preferred.
- Ability to operate under pressure and changing environments.
- Strong organizational skills with attention to detail and accuracy a must.
- Ability to prioritize work and manage multiple projects and deadlines.
