JOB SUMMARY
This Director-level position performs executive work and is responsible for the management, planning, organizing, directing, and guiding of all activities within the Public Services Department, with an emphasis on Building and Engineering, Ordinance, Code Enforcement, and Property Management .
The position requires oversight of Code Enforcement operations and processes. These divisions focus on the engineering, operations, and maintenance of the City’s infrastructure, including the water distribution system, sanitary sewage collection system, facilities, and other public works systems.
Additionally responsible for the efficient and effective use of department resources, including personnel, budgeted funds, grant funds, facilities, and fleet assets to accomplish objectives that support the City’s goals.

SUPERVISION RECEIVED
Work is performed under the general supervision and guidance of the City Manager.
SUPERVISION EXERCISED
Responsible for the operation of all divisions within Public Services and manages the Assistant Directors of Building and Engineering and the Department of Public Works.
RESPONSIBILITIES AND ESSENTIAL DUTIES & FUNCTIONS
An employee in this position may be called upon to do any or all of the following essential duties : (These examples do not include all of the duties that the employee may be expected to perform.)
- Apply knowledge and experience in civil engineering, operations, and maintenance techniques, with sound management principles to direct the operation of all divisions.
- Monitor and control the performance of the department in conformance with objectives, plans, schedules, and budgets.
- Assess and evaluate processes and procedures to generate a cost-neutral department.
- Visit field job sites to observe safety conditions and monitor project status.
- Determine short- and long-range infrastructure needs and develop corresponding capital requirements for operations and maintenance plans.
- Prepare and regularly monitor the department’s annual budget.
- Coordinate the regular review of submitted plans and permit applications and conduct periodic reviews and updating of design and construction standards.
- Assess and identify needs for maintenance and capital improvements to support the City’s long-range infrastructure development.
- Coordinate the preparation of standard and federal grant funding requests for public infrastructure improvement projects.
- Respond to public inquiries, investigate and resolve complaints, or refer to appropriate individuals for resolution.
- Develop and maintain relationships with City officials, property owners, developers, contractors, and the general public regarding public works programs and activities, to ensure that efforts are effectively directed toward achieving City’s goals.
- Schedule and assign staff to meet project or program requirements.
- Attend the City Council meetings, Planning Commission, and special meetings as required to report on and represent the interests of the Department and the City.
- Regularly meets with the B & E and DPW Assistant Directors to review activities, coordinate work efforts, and discuss and resolve challenges to ensure adherence to department goals, objectives, and policies.
Provides Division Assistant Directors with regular feedback and coaching.
- In conjunction with Division Assistant Directors and Human Resources, administer labor contracts, handle grievances and / or employee disputes, and recommend staff training, and discipline.
- Coordinate and prepare special studies, reports, surveys, future needs, and all aspects of the Department for presentation to the Elected Council.
- Works with the Assistant B & E, DPW Directors, and Financial Director to establish water and sewage consumption service rates.
- Responsible for ensuring compliance with Public Act 399 of 1976 and State Department of Public Health regulations. Responsible for maintaining compliance with the State of Michigan MS4 stormwater permit.
- Responsible for the Building Division and keeping the Division in compliance with State of Michigan certification requirements.
- Adheres to the City’s Mission, Vision, and Values through excellent customer service, creative problem-solving and decision-making, and stewardship of the City’s resources.
- Performs other related work as required and within the required knowledge, skills, and abilities as set forth below.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND MINIMUM QUALIFICATIONS
Bachelor’s degree in Engineering , or other scientific discipline, with a Professional Engineering designation preferred .
Knowledge of the infrastructure capital project phase, including planning, design, bidding, construction, contracting, operation, and maintenance.
- Work experience in the Building and Engineering field. 3-5 years minimum.
- Knowledge of public administration and management principles and practices including project management, supervision, and training.
- Skill in planning and preparing the City’s Capital Improvements Program, for infrastructure, fleet vehicles, City-owned buildings, and equipment.
- Knowledge of the City’s roadway, drain, water, and sewer ordinances, policies, and procedures.
- Knowledge of municipal budgetary process; works with the Assistant DPW Director on all aspects of the Water & Sewer fund budget.
- Knowledge of operations and maintenance principles and practices as they relate to water, wastewater, storm drainage, and fleet assets.
- Listens and communicates effectively with a variety of audiences. Includes written and oral communication of ideas, strategies, goals, and directions.
- Ability to educate the public on technical matters relating to public infrastructure.
- Ability to prepare, analyze, and present comprehensive reports; ability to maintain confidentiality concerning knowledge, information, etc.
ability to carry out assigned projects to their completion.
- Ensure the City complies with the Michigan Department of Public Health S-1 Water Distribution System Operator license, and State of Michigan Storm Water Operation Certification requirements.
- Compliance with the American Water Works Association Resolution for continuing education and the American Public Works Association certification process.
- State of Michigan Vehicle Operator License required.
- Knowledge and oversight of code enforcement operations and processes.
- Working knowledge of BSA and building permit process.
