Contracts Counsel

JOB DESCRIPTION :

The mission of the New York Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order.

The NYPD strives to foster a safe city by incorporating Neighborhood Policing into all facets of Department operations and solve the problems that create crime and disorder through an interdependent relationship between people and its police, and by pioneering strategic innovation.

The Contracts Administration Section oversees the processing of all procurements for the NYPD to meet the needs of the Department.

The purchases overseen by the Contract Administration Section include the following types of contracts : Construction related procurements, such as renovations and repairs of NYPD facilities as well as contracts for scaffolding and parking lot and sidewalk resurfacing Plant management, including various contracts for maintaining various building systems and equipment A variety of contracts to meet the Department's various Information Technology needs, including software, hardware, maintaining and enhancing various Department Systems and special projects such as implementation of a Gunshot Detection System and a Body Camera System Various emergency contracts to take care of the needs of the Department that come up on an emergency basis, and Contracts for specialized goods and services such as helicopters, firearms, horses, and bullet proof vests.

The Contract Administration Section is responsible for making sure that all procurements are processed in accordance with the City's Procurement Rules and Procedures.

The Contract Administration Section seeks an attorney who will report to the Director of Contract Management and Administration.

The attorney, with latitude for independent judgment and decision making, will join an existing team of lawyers and assist the Section's procurement staff with review of specifications and solicitation documents, contract drafting and negotiation, interpretation of procurement rules, and creation of solicitation forms and templates.

The attorney will attend meetings with Department uniform and civilian stakeholders, oversight agencies and vendors, as needed.

Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.

2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or

3. Six months of satisfactory service as an Agency Attorney Interne .

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements :

To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

To be assigned to AL III candidates must have two years of experience in Assignment Levels I and / or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.

Preferred Skills

Demonstrated contract drafting and negotiation experience, or a strong willingness to be trained in these areas.Knowledge of city procurement rules.

An aptitude for problem solving and strong organizational and analytical skills. Excellent interpersonal verbal and written communication skills.

The ability to adapt and pivot, as needed in a dynamic, fast-paced work environment.
