GENERAL STATEMENT OF JOB

The Competitive Integrated Employment (CIE) Coordinator is responsible for supporting equal access to employment opportunities regardless of the level of intellectual or developmental disability (I / DD) or Medicaid status.

This role will work directly with and report to the IDD Network Development Director to provide needed education to providers, members, and recipients around CIE and how it aligns with our vision and with the Americans with Disabilities Act's promise of full participation and economic advancement.

The CIE Coordinator will, with the support of an assigned Data Analyst, and oversight by the IDD Network Development Director, manage the quarterly CIE reporting process for Vaya Health, as well as any data requests or projects that flow from the quarterly report.

The CIE Coordinator will engage with providers of state funded services to promote CIE and coordinate necessary referrals and linkage to the Division of Employment and Independence for People with Disabilities (formerly Vocational Rehabilitation,) for state funded recipients who do not have access to Care Management or Care Coordination.

The CIE Coordinator will provide education and resources regarding benefits to providers, community stakeholders, members, recipients and their legally responsible person(s) as applicable.

This role will require expertise in Social Security and Medicaid benefits and how those are impacted by earned income.

The CIE Coordinator, in conjunction with the IDD Network Development Director will represent Vaya Health in external workgroups related to employment for individuals with IDD.

This role will serve as a subject matter expert in internal conversations regarding employment supports for individuals with IDD.

ESSENTIAL JOB FUNCTIONS

CIE Promotion :

  • Work with providers, Care Managers, and Care Coordinators of state and Medicaid funded day and employment services to educate the individual (and their family or guardian, as appropriate) on the choices available to work in a setting that is integrated and to earn a competitive salary.
  • Ensuring providers are effectively implementing assessment tools and career development plans and offering training and technical assistance where necessary.
  • Working with providers, community stakeholders, and the Department to collaborate, and implement statewide Departmental efforts to expand and improve service models to promote CIE.
  • Working with provider supported employment teams and local businesses to educate them about the benefits of recruiting and hiring individuals with disabilities.
  • Working closely with the Division of Mental Health, Developmental Disability, Substance Use Services, (DMHDDSUS), Division of Employment and Independence for People with Disabilities (DEIPD) and Division of Health Benefit (DHB) to support persons in achieving CIE on a short-term basis.
  • Working with providers, Care Managers and Care Coordination to refer and link recipients to available individualized community-based supports and services.
  • Work with providers, Care Managers, and Care Coordinators to Inform individuals / guardians about available options for CIE and other meaningful alternatives that support a person's choices for employment and productive activity.
  • Work in conjunction with our Provider Education team to provide resources, materials, and education regarding the impact of earned income on public benefits, to include Medicaid and SSI / SSDI to providers of employment services.

Reporting :

  • Manage the quarterly CIE report, working with the assigned Report Analyst and IDD Network Development Director to ensure the report is completed timely in collaboration with our provider network.
  • Analysis of CIE responses to ensure consistency and accuracy of information received from providers so that it can be applied correctly toward the Department's goals for increasing CIE access for individuals with IDD.
  • All other duties assigned

KNOWLEDGE, SKILL & ABILITIES

Candidates for this role should have a strong operational knowledge of the Division of Employment and Independence for People with Disabilities (formerly Vocational Rehabilitation) and Medicaid and state funded employment services authorized through Tailored Plans.

QUALIFICATIONS & EDUCATION REQUIREMENTS

High School diploma or GED required. Bachelor's degree preferred. Must have 5 years of experience in IDD services. Prefer Qualified Professional with experience in Care Management and Employment Services for individuals with IDD.

Preferred licensure / certification :

WIP-C Certification or willingness and ability to complete within one year of hire.

PHYSICAL REQUIREMENTS

  • Close visual acuity to perform activities such as preparation and analysis of documents; viewing a computer terminal; and extensive reading.
  • Physical activity in this position includes crouching, reaching, walking, talking, hearing and repetitive motion of hands, wrists and fingers.
  • Sedentary work with lifting requirements up to 10 pounds, sitting for extended periods of time.
  • Mental concentration is required in all aspects of work.

RESIDENCY REQUIREMENT : This position is required to reside in North Carolina or within 40 miles of the North Carolina border.

SALARY : Depending on qualifications & experience of candidate. This position is non-exempt and is eligible for overtime compensation.
