Nature of Work
Under direct supervision, the Mobility Coordinator administers the City of Rochester’s paratransit program, serving individuals with special mobility needs.
Responsibilities include, but are not limited to, determining eligibility for services, ensuring services are in compliance with the American with Disabilities Act, and assisting in contract management.
The position will work to monitor metrics and reporting to further the efficient delivery of paratransit services. The Mobility Coordinator serves as the primary community contact for the paratransit program, responding to inquiries from the public and providing education presentations.
Starting salary range is $73,477 to $86,446 depending on qualifications, with advancement to $103,734.

DUTIES AND RESPONSIBILITIES
- Assist in the management of paratransit contracts
- Track metrics and key performance indicators.
- Oversee contract compliance and performance.
- Review adequate contract staffing and make recommendations to ensure service needs are met.
- Review monthly paratransit reports and coordinate with contractor to ensure key performance indicators are met.
- Review and recommend invoices for payment.
- Prepare monthly, quarterly and annual statistical reports on revenue, expenses and operating data.
- Act as ADA contact for Rochester Public Transit.
- Create and maintain a positive public image for the paratransit program
- Develop and maintain positive relationships with riders, elected officials, community representatives, and other service providers.
- Provide information to the community regarding the value, programs, services and accomplishments.
- Conduct outreach and make educational presentations to community groups, employers, social service agencies and schools.
- Represent the department at community meetings and present to outside organizations as requested or necessary.
- Conduct one-to-one, small group and classroom travel training with disabilities, seniors, and others as necessary.
- Administer the paratransit program
- Review and process applications, including assessment and determination of eligibility for ZIPS Paratransit service.
- Maintain and update ridership database for on demand transit services.
- Review and update application forms, policies, and process.
- Ensure adherence to established guidelines, best practices and the American with Disabilities Act.
- Assist with the management of on demand transit partnership programs. Create monthly billing invoices, reports, and issue passes.
- Assist riders with mobile transit platforms.
- Monitor on demand vehicle use and downtime in coordination with fleet manager.
- Serve as the main point of contact for riders with issues and respond to customer concerns.
Perform other duties and complete special projects as assigned or necessary.
Essential Functions
MINIMUM QUALIFICATIONS
Education and Experience
Bachelor’s degree in social services, human services, education, business administration or related field and 1 year of experience working with persons with special mobility needs, seniors and individuals with disabilities.
An equivalent combination of education and experience to successfully perform the essential duties of the job may.
