Job Summary

Position : Instructional Systems Specialist, GS-14

Division : Counterterrorism Division

Unit : Counterterrorism Training Unit

Location : Washington D.C.

Working Hours : 8 : 00 a.m. - 4 : 30 p.m.

Salary : GS-14 $139,395.00 - $181,216.00

Full Performance Level : GS-14

Major Duties

  • Determine and develop learning objectives, course content, and develop instruction design plans for various counterterrorism programs.
  • Identify best practices in training and presentation delivery and methodology to meet the needs of the counterterrorism workforce.
  • Collaborate and liaise across Training Division and CTD to develop innovative solutions for domestic and international training.
  • Collaborate with intelligence community and law enforcement partners in the development and deployment of domestic and international counterterrorism training.

Provide recommendations for high quality job aids, online training, in-person training, and other.

  • Work directly with counterterrorism subject matter experts to assess training gaps and needs.
  • Perform job task analysis, training needs assessments, and administer and assess level I, II, III evaluations for various counterterrorism programs.
  • Develop train-the-trainer programs for CTD to ensure adjunct faculty and subject matter experts are creating training and instructing with standardized methodology consistent with Training Division's standards and policies.

Positive Education Requirement

This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of their college transcripts by the closing date of the vacancy announcement.

Degree : that included or was supplemented by at least 24 semester hours appropriate

to the work of the position to be filled. The course work must have included study in at

least four of the following five areas :

1. Learning theory, psychology of learning, educational psychology : Study of learning

theories as they relate to the systematic design, development, and validation of

instructional material.

2. Instructional design practices : Study of the principles and techniques used in

designing training programs, developing design strategy and models, and

applying design methods to the improvement of instructional effectiveness.

3. Educational evaluation : Study of the techniques for evaluating the effectiveness of

instructional / educational programs, including developing written and

performance tests and survey instruments, and determining reliability and validity

of evaluation instruments.

4. Instructional product development : Study of the techniques appropriate for

developing training materials, including identifying learner characteristics,

specifying objectives, applying training strategy, validating training materials, and

evaluating training.

5. Computers in education and training : Study of the application of computers in

education and training, including selecting appropriate computer software.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

Specialized Experience (SE) :

GS-14 : Applicant must possess at least one (1) year of specialized experience equivalent to the GS-13 grade level. SE is defined as follows :

  • Identifying and evaluating concepts, principles, and methods of training, to include : instructional design, adult education, and training guidelines and regulations.
  • Implementing and developing FBI training programs, to include goals, policies, rules and regulations governing the administration of educational programs and the operation of classroom facilities.
  • Reviewing, analyzing, and evaluating a course, and assessing training effectiveness through accomplishments and deficiencies

a. A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Inconsistent."

b. A Letter of Requirement (LOR) is issued when a supervisor identifies leave abuse and / or when frequent absences negatively impact operations of an office.

  • Relocation expenses will be borne by the selectee, except FBI employees returning from LEGAT assignment. Employees returning from LEGAT assignments must advise the Staffing and Administrative Unit / International Operations Division of their application for this position.

Federal Travel Regulation provides that the Withholding Tax Allowance (WTA) plus the Relocation Income Tax Allowance (RITA) are designed to "substantially reimburse" an employee for the additional Federal, State, and Local taxes associated with a change of duty station and the FBI has the authority to compensate employees through the WTA and RITA.

Candidates receiving a transfer of physical location, whether at the expense of the FBI or not, will be required to complete a one year commitment to the assignment, prior to moving to a new position at the FBI.

The 12-month waiting period begins the day an employee reports for duty at the new location.

  • Employees selected for promotions at the GS-12 level or higher, as well as employees selected for positions where a transfer of location is required, will be processed through the name check program prior to being notified of their selection.
  • Memorandum for Record : Work performed outside assigned duties (that would not normally be documented on a SF-50, i. e.

back-up duties), has to be documented in detail by an immediate supervisor in order to receive full credit for amount of time worked in that position.

If no documentation is furnished no credit will be given for time worked in that position. The following notations must be specified in the documentation (Memorandum for Record) :

a. Percent of time worked in the particular position (cannot conflict with main duties)

b. The month / year work began

c. Frequency worked (i.e., daily, monthly, etc.)

d. Specific duties performed
