The Senior Management Analyst will support organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.

Responsibilities
Provide requirements, design, analysis, verification, and validation associated with development of complex systems leveraging the U.
S. Coast Guard (USCG) Model Based System Engineering (MBSE) software as directed by senior leadership and / or key stakeholders.
- Provide a digital twin of functional and technical requirements as directed by senior leadership and / or key stakeholders with traceability to operational requirements, USCG, and DHS mission sets.
- Provide on a yearly basis, meticulously model, analyze, and optimize the interplay between C5I systems and infrastructure, mission outcomes, and funding parameters to allow CG-6 to comprehensively explore the impact of varied funding scenarios on operational outcomes.
- Provide risk identification leveraging MBSE modeling.
- Analyze data gathered and develop solutions or alternative methods of proceeding.
- Confer with personnel concerned to ensure successful functioning of newly implemented systems or procedures.
- Design, evaluate, recommend, and approve changes of forms and reports.
- Develop and implement records management program for filing, protection, and retrieval of records, and assure compliance with program.
- Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes.
- Gather and organize information on problems or procedures.
- Interview personnel and conduct on-site observation to ascertain unit functions, work performed, and methods, equipment, and personnel used.
- Plan study of work problems and procedures, such as organizational change, communications, information flow, integrated production methods, inventory control, or cost analysis.
- Prepare manuals and train workers in use of new forms, reports, procedures or equipment, according to organizational policy.
- Recommend purchase of storage equipment and design area layout to locate equipment in space available.
- Review forms and reports and confer with management and users about format, distribution, and purpose, identifying problems and improvements.
- Other duties as assigned.
Qualifications
- 10-12 years of relevant Federal work experience or similar expertise.
- Master’s Degree.
- Demonstrated experience supporting complex projects with multiple workstreams.
- Excellent written and verbal communication with a commitment to high-quality output.
- Possess a Public Trust clearance, but should have the ability to go through the security clearance process if required.
- Experience with management information systems (e.g., financial, accounting, budget, purchasing, etc.).
