Job Summary :

The Senior Division Administrator in the Revenue and Fuel Tax Administration is responsible for the accounting of Highway User Revenue Fund (HURF) and Vehicle License Tax (VLT) revenues as well as the administration of all motor fuel tax laws.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties :

Provide leadership and management for continuous process improvement to achieve operational efficiency and effectiveness in the collection and distribution of HURF and VLT revenues.

Build relationships with external and internal stakeholders such as federal, tribal, and state partnering and industry groups.

Acts as the International Fuel Tax Agreement Commissioner for the State of Arizona; also acts as the Joint Operations Center Steering Committee Member for Arizona.

Compose correspondence dealing with sensitive issues or requiring considerable judgment or discretion. Prepares technical, administrative and status reports.

Reviews reports and other written material from internal and external sources.

Assist FMS management and ADOT Government Relations to formulate policy / legislative changes to transportation tax policy.

Secure and provide oversight on FHWA fuel tax grants successfully awarded to ADOT.

Ensures key staff positions are filled. Develops and communicates performance expectations to subordinate managers. Provides leadership, coaching and guidance to direct reports and monitors and evaluates performance of direct reports.

Selective Preference(s) :

Seven (7) years of managerial experience preferred in financially-related government programs preferably in a transportation environment of a size and budget comparable to the Arizona Department of Transportation.

Master's Degree preferred.

Pre-Employment Requirements :

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply.

Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks.

The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.

An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) ).

Must be able to successfully pass an Internal Revenue Service background check.

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
