Summary / Objective of Position :

The Director of Human Resources is responsible for providing oversight and leadership in the development and execution

of Human Resources strategy in support of overall College goals and strategic agenda in the areas of Talent

Management & Employee Relations, Talent Acquisition, Compensation, Benefits & Wellness, Human Resource

Information Systems (HRIS), and Organizational Development & Training. This position will be responsible for the

development and implementation of comprehensive policies and procedures that align with federal and Navajo Nation

regulations, College mission & vision, best practices, and work / life balance initiatives. The Director will provide strategic

HR consultation and guidance to all levels of administration, faculty, and staff concerning organizational restructures and

employee relations matters. The Director will serve as the College's Title IX Coordinator and investigate employee

grievances by mitigating complaints in order ensure compliance of College policies, procedures and legal requirements.

Responsible for regulatory compliance with the College, Navajo Nation and federal government, and the College Board of Regents.

As a member of the College's Executive Team collaborates with the Board of Regents, Legal Affairs personnel, and other agencies to

ensure that Dine College employment policies and practices are in compliance with BOR, federal and Navajo Nation rules and regulations.

Responsible for oversight of recruitment and retention, HRIS, training and professional development, performance management, employee safety, and

represents the College in all aspects of personnel or general liability related matters involving employees.

Provides leadership and direction for the Department of Human Resources and ensures all services are consistent and meet the needs and objectives

of the institution.

Provides oversight of employee relations, employee grievances, compensation, recruitment, responses to the Office of Navajo Labor Relations (ONLR)

Navajo Nation Labor Commission (NNLC), benefits, and policy administration (personnel and housing).

Develops and coordinates training programs and performance management.

Serves as liaison for the in-hearings with employment matters with ONLR, NNLC, worker's compensation, employee disciplinary appeals, etc.

Serves as the College Landlord for Employee Housing and responsible for policies and procedures associated with Employee Housing.

Serves as the College's Title IX Coordinator and oversees all aspects of compliance and reporting.

Reviews recommendations for employment and disciplinary actions, promotions, reassignments, and transfers.

Responsible for wage and salary administration.

Responsible for recruitment and talent acquisition efforts.

Performs other duties as assigned.

QUALIFICATIONS

Education & Experience

Minimum :

A Bachelor's degree in business administration, public administration, personnel administration or related human resources field is

required. In addition to the educational requirement, Five (5) years of responsible professional experience as a manager or above in the

areas of human resources management, employee-management relations, wage administration, or related experience, preferably in a

collegiate setting.

Preferred :

Master's degree preferred; SPHR or SHRM-SCP certification preferred. Thorough knowledge of employment laws, including Navajo

Nation Preference in Employment Act, Navajo Veterans Preference Act, Fair Labor Standards Act, Affordable Care Act, and COBRA.

Knowledge :

Must have knowledge of organizational development

Knowledge of federal and Navajo Nation laws

Comprehensive knowledge of theories, concepts and practices and ability to use in complex, difficult and / or unprecedented situations.

Project / Process Management : (*) Proven ability to take initiative and prioritize actions while managing numerous tasks.

Proven ability to multi-task

and work in a team environment. (*) Exceptional detail and follow-up skills.

Skills :

Computer / Technical : (*) Advanced knowledge in Microsoft Office applications (e.g., Outlook, Excel, Word, and PowerPoint).

Ability to learn, utilize

and troubleshoot various HRIS software (e.g., iSolvedHire, PayLogics, Jenzabar, E-Verify, SoftDocs, etc...).

Interpersonal Skills : (*) Must possess excellent interpersonal skills in order to build positive working relationships.

Highly developed organizational

and interpersonal management skills.

Communication Skills (Written, Verbal, and Listening) : (*) Excellent verbal and written communication skills. (*) Must have excellent proofreading and

editing skills. (*) Must be able to communicate effectively as a facilitator during conflict resolution meetings or presentations. (*) Must possess excellent

listening skills. Bilingual preferred (English / Navajo).

Abilities :

Ability to analyze problems and develop creative solutions to complex human resource issues.

Ability to interpret and advise on the application of Navajo Preference laws and regulations.

Demonstrated ability to supervise staff, interact with executive administrators, faculty, staff, and the public.

Advanced Analytical, Problem-Solving, and Conflict Management :

  • Ability to resolve conflicts and diffuse employee related issues or situations.
  • Excellent interpersonal skills with demonstrated patience, tact, and respect.
  • The standards used to measure performance will be based on ability to problem solve and troubleshoot employee relations issues.
  • The ability to use objectivity to solve workplace disputes and conflict. Must be able to mediate conflicts and provide recommendations for solutions.

Physical Requirements, Work Environment & Travel :

Work in normally performed in a typical office environment with required travel. Employee must occasionally lift typical items normally located in an

office environment (computer monitors, laptops, office phones, etc.). Employee is regularly required to sit, use hand and fingers, handle or feel, reach

with hand and arms. This position requires the incumbent to adapt to changes in the work environment, manage competing demands and have the

ability to deal with frequent change, delays or unexpected events.

Other Requirement(s) :

Must have and maintain a valid state issued driver's license. Must be able to analyze data and made sound judgments and decisions. Must be able to

make data driven decisions effectively and timely. Must be able to exercise discretion and independent judgment, weighing alternatives before making

decisions.
