Working Title : Manager, Contract Administration Job Summary : The Manager of Contract Administration reports to the University's Office of Procurement and Contracts but will work with the University's Office of General Counsel in carrying out their duties.
The incumbent will act in a centralized business environment to negotiate, review, and process contracts for the acquisition of goods and services and other purposes as needed by the University, subject to legal matters to final approval of the Office of Procurement and Contracts.
Must be familiar with University policy, practice, administrative rules, and Florida law pertaining to public procurement and must be capable of operating the computer-based University-wide contracts management system.
DepartmentProcurement and Contracts FLSA : Exempt Minimum Qualifications : Masters degree in an appropriate area of specialization and two years of appropriate experience;
or a bachelors degree in an appropriate area of specialization and four years of appropriate experience. Position Qualifications : Understand procurement laws and regulations and relate that knowledge to contract work.
Preferred QualificationsJuris Doctor degree preferred.
Experience preferably in an institution of higher education Contract Management or Procurement Services department. Significant knowledge of applying laws, rules, and regulations pertaining to contracting, leasing, and contract-related purchasing is desirable.
Essential Functions / Job Duties :
60% - Facilitate review and negotiation of university contracts through evaluation of institutional risks in accordance with Florida law, as well as Board of Governors and University policies.
Additionally, should include a collaborative review with other campus stakeholders. Review contracts and related documents for compliance with state and federal law and University requirements. - (Essential)
- 10% - Assist in developing, implementing, and maintaining new business processes; maintain contract files and compliance documentation. - (Essential)
- 10% - Work with various departments, committees, and task forces on campus to develop and implement improved efficiencies for the contract process. - (Essential)
- 10% - Review and interpret university purchasing regulations and policies. - (Essential)
- 10% - Training university staff and faculty on contracting processes and use of contract management system. - (Essential)
