Position : Sr. Public Safety Manager

Hours : Mon - Fri, 8 am -5 pm
This position serves to protect the safety and well-being of Cowles patrons, personnel, and properties by overseeing all appropriate functions of the Public Safety Department.
This position is classified as a safety-sensitive position.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Responsible for the direct supervision of all Public Safety Officers, and completing annual officer reviews.
- Assumes full management responsibility for all Public Safety Department services and activities; manages the development and implementation of department goals, objectives, and priorities for each assigned service area;
recommends, writes, administers, and enforces policies and procedures.
- Plans, organizes, and directs the activities of the Public Safety Department, providing general public safety enforcement, incident investigation and fire prevention, coordination of emergency services, nuisance abatement, and code enforcement.
- Oversees the hiring, supervision, training, evaluation, and discipline of all department employees. Ensures local, state, and federal laws and ordinances are properly enforced.
- Develops long-term plans to improve department operations and effectiveness.
- Reviews and evaluates incident reports and performance of the officer(s) involved for technical and professional education of the individual and / or department.
- Assists in the development of the annual department budgets for operations and equipment. Monitors the departmental budgets throughout the fiscal year and oversees the purchase and maintenance of equipment and supplies.
- Plans, directs, and coordinates the Public Safety Department’s work plan; assigns projects and programmatic areas of responsibility;
reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
- Maintains a positive liaison with merchants.
- Responds to and resolves difficult and sensitive patron and vendor inquiries and complaints; explains, justifies, and defends company / department programs, policies, and activities;
negotiates and resolves sensitive and potentially controversial issues.
- Keeps the Property Manager informed of Departmental operations issues and developments that he / she will need to know to effectively coordinate the management of the facilities.
- Performs patrol duties, as needed, acting as liaison between merchants, tenants, and staff.
- Performs other related duties as assigned.
OTHER DUTIES
- Enforces opening and closing procedures for various facilities, including the West Parking Garage.
- Maintains camera / DVR system that records activity in various facilities.
- Ensures radios and associated equipment for all departments and facilities are in good working order.
- Establishes and maintains positive liaison with the downtown Spokane Police Department and Federal Law Enforcement agencies.
- Coordinates annual Active Shooter Training for merchants and company personnel.
- Coordinates counterfeit currency training with the USSS and merchants when trends of use are detected.
- Be a member of the Downtown Spokane Partnership (DSP) Collaborative, and / or associated security groups.
- Coordinates security efforts for newly purchased properties or under construction projects.
- Oversees incident response planning and investigation of security breaches.
- Coordinates with the Marketing and Maintenance departments for the set-up and tear down of special events or projects.
SUPERVISORY RESPONSIBILITIES
This job has supervisory responsibilities over the Public Safety Supervisor positions as well as the Public Safety Officers.

EDUCATION and / or EXPERIENCE
High school diploma or general education degree (GED); minimum two (2) years of law enforcement / security and managerial experience required.
Associate's degree preferred with relevant experience.
COMPUTER SKILLS
Entry to intermediate level using Outlook and Microsoft Office products.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organizations.
CUSTOMER SERVICE SKILLS
High customer relation skills are required. Must be able to develop customer relationships by listening to and understanding the customer.
Also requires the ability to anticipate and provide solutions to customer needs; ability to give high priority to customer satisfaction and deal tactfully and effectively with differences of opinion.
MATHEMATICAL SKILLS
Ability to perform basic mathematical problems.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel;
and reach with hands and arms, talk or hear. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and ability to adjust focus.
