The Project Manager for Health Center Innovation and Integration supports primary care, dental, pharmacy, and quality projects as directed.

The Project Manager is responsible for researching, developing, and managing large scale development and complex technical projects to assure Community Health Center programs, services, and organizational structure meet the federal requirements for Federally Qualified Health Centers (FQHCs), business objective of ICS, and / or specific grant related programs and activities.

This position is responsible for overseeing and providing direction to project teams, setting project goals, ensuring the delivery of results, monitoring progress, and managing activities of the projects.

This position is part of the Integrated Clinical Services (ICS) Project Management Office (PMO), serving Multnomah County Health Department's Community Health Center programs.

The Project Manager effectively applies skills and knowledge of the principles, methods, and techniques of project management and organizational change management.

They have effective oral and written communication and presentation skills, including the ability to articulate concepts to staff, partners, and stakeholders.

This position uses analytical and problem solving skills to facilitate and monitor project progress, including the ability to manage multiple activities and competing priorities.

As a Project Manager you will be responsible for :

Project Execution and Monitoring

  • Leads multi-stakeholder project teams to execute projects within a large, complex FQHC setting.
  • Develops and monitors adherence to project plan, schedule and budget. Communicates progress to stakeholders.
  • Identifies problems, barriers and mitigation strategies. Identifies training needs related to project, coordinates and conducts training.
  • Documents processes, procedures and business requirements. Documents and reports financial, budgetary, or operational progress in partnership with ICS leadership for federal and state reporting requirements.
  • Modifies project plan as necessary in response to unforeseen changes or developments. As needed, represents ICS in meetings, hearings, committees and other venues connected to project status.

Works to bridge divergent groups or viewpoints.

May be required to make formal presentations to the Community Health Center Board or Board of County Commissioners. May be required to prepare and submit project and / or grant reports or progress reports.

Project Planning and Initiation

  • Organizes, facilitates, and participates in meetings of stakeholder groups to identify needs and build consensus and collaboration.
  • Defines project scope, milestones, level of involvement, staffing, training, and resources needed.
  • Clarifies achievable deliverables, and identifies resources.
  • Defines a clear and achievable timeline. Prepares project budget, staffing plans, and required staff resources.
  • Develops robust sustainability plans in partnership with operations and leadership teams.

Project Communication

  • Monitors and regularly communicates project status to ICS senior leadership, project sponsors, and key stakeholders to ensure progress towards completion within agreed upon scope, resources, and timelines.
  • Uses ICS PMO tools and templates for communication and adheres to standard project communication schedules, as directed by PMO leadership.
  • Confers with management staff as needed to discuss and resolve issues critical to the project's execution and success. Uses facilitative leadership and change management skills.

Minimum Qualifications / Transferable Skills :

Any combination of experience and training that would likely provide the knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be as noted below.

All non-traditional education, training and experience will be evaluated.

  • Education / Training : Equivalent to a bachelor's degree; AND
  • Experience : Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position (Equivalency 7-10 years of qualifying training and / or experience).

Skills Needed :

  • Three (3) to five (5) years’ work experience as a Project Manager, or in a similar role.
  • Ability to apply sound learning principles, agile methods and the learning systems.
  • Hands-on experience leading complex change in FQHC, healthcare, or similar clinical services setting.
  • Proficiency in Microsoft Office and Google.

Preferred Qualification :

Project Management professional certification (IHI, PMI, or from a similar organization)
