Job Description :

The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks a Program Specialist V to provide administrative, federal grant and public outreach work in the Special Injection Permits Unit in the Oil and Gas Division.

The SIP Unit will implement and manage the Underground Injection Control (UIC) program and associated federal grant for injection well UIC Classes III, V and VI relating to brine mining, geothermal, lithium, and geologic storage of CO2.

Major responsibilities include receiving and performing administrative review of injection well permit applications and reports, grant management, including some technical reporting, and communicating with customers, staff and the public about the program.

May perform reviews related to environmental justice. May assist the SIP Manager in several tasks, including managing budget and coordinating training and travel for the unit.

Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. The position will work closely with Communications Division staff on tasks related to public outreach.

Essential Job Functions :

  • Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities for assigned program(s).
  • Coordinates and collaborates with program staff in program planning, development, implementation, analysis, and documentation of agency program(s).
  • Coordinates and conducts reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
  • May provide advice and counsel by interpreting policies, procedures, rules, regulations, and standards related to the program.
  • Performs outreach to community and professional groups to enhance understanding of the program(s).
  • Monitors required performance reports and recommends appropriate changes. Monitors, reviews, and evaluates compliance with program policies and procedures, statutes, and rules for assigned program.
  • Reviews and evaluates information on service delivery system methods, outputs, activities, and trends to identify gaps in resources and recommends and implements improvements to resolve technical problems.
  • Analyzes legislation to develop recommendations for policy in programmatic issues relating to the implementation, improvement, and / or expansion or reduction of program funding.

Studies and analyzes operations and problems, prepares reports of findings and recommendations, and prepares justifications for the implementation of procedural or policy changes.

  • Collects, organizes, analyzes, and / or prepares materials in response to requests for program information and reports.
  • Assists in developing program procedures, standards, and manuals in accordance with program objectives and goals.
  • May prepare and evaluate program budget requests
  • Receives and reviews injection well permit applications and amendments.
  • Scans paper applications and other documents and formats electronic documents for processing.
  • Inputs permit applications, payments, and required technical data for permits into appropriate computer applications, databases, and systems.
  • Inspects the work of applicants for compliance with rules and regulations, including environmental justice and limited-english proficiency analysis and requirements.
  • Maintains records associated with permit applications, fee payments, and violations.
  • Monitors and maintains email inbox for the unit.
  • Provides administrative assistance related to permit requirements to the general public and agency staff; answers questions and explains permit procedures.
  • Assists in approving applications for permits based on state regulations, administrative codes, and agency policies and procedures.
  • Assists in preparing notices, correspondence, memos, and reports related to permit activities and compliance.
  • Assists in monitoring permit application processing.
  • May assist with planning work projects.
  • May train others.
  • Performs related work as assigned.

Qualifications

Minimum Qualifications :

  • Graduation from an accredited four-year college or university.
  • Five (5) years program administration and clerical experience.

Knowledge of office practices; of administrative and technical procedures; and of applicable policies, administrative codes, and statutes.

  • Skill in the use of standard office equipment, computers, scanners and computer software.
  • Ability to respond to public inquiries in a timely manner; to implement administrative and technical procedures; to interpret applicable laws, rules, regulations, policies, and procedures;

and to communicate effectively.

  • Experience and education may be substituted on a year-for-year basis
  • Valid Texas Driver’s license and a good driving record.

Preferred Qualifications :

  • Experience reviewing documents for completeness and regulatory compliance.
  • Knowledge of injection wells.
  • Knowledge of environmental and regulatory functions.
  • Experience administering a federal grant.
  • Experience performing public outreach.

  • Ability to work Monday-Friday, 8AM 5PM with occasional flexible hours, overtime, and weekends.

Work Hours and Telework : Standard office hours for Commission employees are 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday.

Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained.

The Commission may also offer telework based on the agency’s approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
