CHA strives to be a national model for HCV that effectively enhances housing choices for low-income families in diverse communities and positively contributes to and strengthens communities.

The Deputy Chief for PBV and Homelessness is responsible and accountable for the operations and management of the PBV, RAD2 and Mod Rehab programs as well as ensuring new HUD policies are adopted.

The Deputy Chief for PBV and Homelessness recommends and implements policies that govern the operations of CHA’s PBV program;

directs the functions and activities of the PBV Program; and serves as CHA’s liaison to the City and Continuum of Care on matters of people experiencing homelessness.

DUTIES AND RESPONSIBILITIES

  • Supervises PBV program staff.
  • Ability to understand and research key documents (property audits, partnership documents, financing agreements, regulatory agreements, insurance coverages, tax returns, etc.).
  • Prepare (or assist in the preparation of) monthly, quarterly and annual and special / periodic Board, senior management and regulatory agency reporting, as assigned.
  • Present recommended PBV projects to CHA’s Board of Commissioners as well as Executive staff.
  • Build and maintain relationships with service providers, business and civic leaders, stakeholders, agencies, city, state and federal officials to build support for CHA initiatives.
  • Serves as the liaison for the Department and prepares written / oral communications to various internal and external entities including CHA Executive Team and Board of Commissioners.

Responding to inquiries from CHA staff, participants, community groups, service providers, and governmental officials. Provides training and educational programs for property managers to successfully implement PBV programs and ensure compliance with policies and regulations as well as to preserve affordable housing units.

Establish and maintain valuable relationships and partnerships to foster collaboration between CHA, CSH, CoC, City of Chicago, state and federal partners to build support and capacity for supportive housing.

  • Demonstrates a strong command of the housing and services landscape and develops strategies and recommendations for CHA’s participation.
  • Develops plans to attract new private landlords to the PBV program.
  • Manages process to review and respond to inquiries and complaints from PBV landlords, participants, and community members.
  • Reviews reports and information from a variety of internal and external sources to better understand the problems and issues facing the HCV and PBV programs and recommends changes to resolve and / or prevent them.
  • Facilitates positive collaboration among program vendors and negotiates conflicts.
  • Ensures high customer service standards are met.
  • Develops monitoring and tracking techniques to support the program’s goal of excellence. Proposes streamlined processes to create efficiencies.
  • Acts as liaison between contractors and other CHA Departments such as IT, Facilities, Finance, Legal, and Communications to ensure optimal program efficiencies.
  • Represents CHA at public presentations and department and / or divisional meetings.
  • Other duties as assigned.

QUALIFICATIONS

Bachelor’s Degree is required with coursework in Public Policy, Public Administration, Real Estate Management, Finance or a related field, or 8 12 years of experience in management in core CHA disciplines (such as housing, finance, or real estate).

Master’s Degree preferred. Demonstrated ability to navigate and excel in the complex regulatory federal environment is desirable.

Ability to analyze and understand the role HCV and PBV plays in neighborhoods is essential and therefore, familiarity of Chicago neighborhoods or similarly situated urban environments is required.

Previous experience in working in supportive housing or housing programs serving the unhoused, or policy related issues on homelessness is a plus.

CHA has a number of contracts to provide critical HCV program administration (including PBV) and support; therefore, the position requires three years of contract compliance experience where core business functions are provided by non-government businesses or organizations.

The ideal candidate will be required to test their knowledge of HCV program and to demonstrate an 85% or greater achievement on PBV Certification examination.

The successful candidate will also possess strong facilitation and negotiation skills, excellent analytical and organizational skills, commitment to excellence in customer service, effective communication and time-management skills, and Microsoft Office and Excel proficiency.

Demonstrated ability to learn and quickly develop facility with software commonly used in real estate and financial reporting, such as Yardi.

Salary Range : $150,000 - $163,000
