Business Analyst

We are seeking a proficient Business Analyst with a specialized focus on financial systems within the public sector. This pivotal role requires a robust understanding of fiscal operations such as General Ledger, Trial Balance, Accounting Course, and Cost Center management.

This position demands an individual who is adept at using Agile frameworks for the modernization of IT systems and has experience with cloud migrations, specifically to Microsoft Azure.

Key Responsibilities :

• Collaborate with the Architect / Developer to use existing systems as a baseline for drafting design specifications, with a focus on modernizing the user interface and consolidating system functions efficiently.
• Review current systems to outline business transactions, develop functional specifications, and contribute to the initiation of design sessions that align with company’s Standards.
• Assist in the creation of design specifications artifacts and the development of a reusable template for project standards.
• Serve as a liaison between business stakeholders, project managers, and the technical team to ensure clear communication and alignment of business requirements with technical solutions.
• Employ agile methodologies to streamline development processes, advocate for stakeholder interests, and ensure the timely delivery of high-quality software products.
• Facilitate the translation of business requirements into functional specifications, working closely with the Architect / Developer to ensure accurate implementation.
• Perform risk analysis, identifying potential issues in project execution and proposing effective mitigation strategies.
• Develop and maintain comprehensive project documentation, including requirements specifications, process flows, and user manuals.

Basic Qualifications :

• Proven experience as a Business Analyst within financial accounting application systems in a public sector environment.
• Exceptional analytical, problem-solving, and communication skills.
• Knowledge of General Ledger, Trial Balance, Accounting Course, and Cost Center management.
• 7 years of experience working with Agile frameworks in IT system modernization projects.
• Experience in at least one project migration to Microsoft Azure cloud.
• Strong technical background with experience in Microsoft SQL Server 2012 / 2016, SQL Analysis Services, Reporting Services, Integration Services, .

Net framework with C#, Azure Cloud Hosting services, MVC, Web API, and Angular JavaScript framework.

Preferred candidates will have familiarity with the financial reporting systems of the State of Washington.

Preferred Qualifications :

Certifications in Agile methodologies are highly desirable.
