HIV / STD Team Lead
Grant Funded Position
Under the direct supervision of the PHR-9 / 10 Regional HIV / STD Manager, the
HIV / STD Team Lead serves as the co-team lead for two to five Disease
Intervention Specialist (DIS). The FLS performs highly complex supervisory,
administrative and technical functions to ensure compliance with program
objectives as defined by state and federal standards. While possessing an
interactive management style and fostering teamwork, the FLS serves as a
mentor / coach for DIS. Provides extensive training for new staff, assists new
staff in developing productive work habits and establishing daily priorities.
Develops accountability measures, conducts required routine audits,
continuously monitors performance / productivity, provides effective guidance
and identifies and implements training opportunities for staff. Conducts public Health Follow-Up Field work as needed. Provides
complex HIV / STD consultation and technical support to local health
departments, DSHS public health clinics, healthcare providers, the general
public, correctional facilities and local, state and federal government agencies.
Works under minimal supervision with considerable latitude for the use of
initiative and independent judgment in performing the duties of the position.
May be required to work other than normal business hours to respond to public
health emergencies.
Essential Job Functions :
40%) Supervision and Training of Disease Intervention Specialists (DIS) : Provides extensive training for new staff and establishes daily work goals and collaborates with program manager to identify staff development opportunities.
Conducts Public Health Follow-Up Field works as needed. Performs field venipuncture, urine collection and conducts rapid HIV and Syphilis testing, according to Standing Delegation Orders (SDO)
Provides daily direction, coaching / mentoring while using a participatory management style that fosters teamwork to achieve program goals.
Evaluates and consistently documents employee performance. Conducts all public health follow-up activities, field investigations and interviews in accordance with DSHS HIV / STD Performance Standards.
Consistently conducts staff meetings and case reviews. Provides effective technical guidance to the DIS in order to bring investigations and cases to closure within the required timeframe.
40%) Quality Assurance Activities : To ensure individual and program progress toward HIV / STD program objectives and goals, continuously monitors DIS performance and provides effective guidance and direction.
Performs pouch, field, case management and interview audits to monitor individual DIS performance. Generates, reviews and analyzes reports from THISIS.
Reviews Congenital Syphilis and AIDS Case Report forms for accurate and timely completion. Tracks DIS case submission and conducts case reviews in accordance with established standards.
Communicates regularly with the Regional HIV / STD Manager regarding DIS performance and assists in the development of performance improvement plans to meet program objectives.
10%) Active Surveillance and Monitoring : Performs active surveillance by routinely consulting with hospitals, laboratories, and health care providers to verify reported HIV / STD data and elicit new HIV / STD laboratory reports.
Consults with medical providers, hospitals, laboratories, DSHS public health clinics and county health departments to ensure compliance with testing, treatment and reporting guidelines.
Monitors disease and morbidity trends and reports significant and emerging trends to the Regional HIV / STD Manager. Collaborates with prevention contractors, local health departments and health care providers to conduct outreach screenings within the community to reach high-risk individuals Promotes and fosters positive community relations at all times.
5%) Administrative Duties : Performs administrative tasks according to policies, protocols and guidelines. Consults with the Regional HIV / STD Manager to identify areas for improvement.
Attends and actively participates in the required program related meetings. Maintains proficiency with technical and computer skills.
Promotes communication, cooperation and a team approach to problem solving. Collaborates with co-team lead to develop trainings, reports, policies, protocols and guidelines.
Upon request, provides HIV / STD presentations and training.
5%) Marginal Job Functions :
Other duties as assigned include, but not limited to 1) active participation and or serving in a supporting role during disaster response and or recovery or Continuity of Operations (COOP) activities and / or 2) special projects at the request of the Regional HIV / STD Manager.

Ability to perform (or be trained to perform) field phlebotomy.
Ability to identify problems and create and communicate effective solutions.
Ability to work effectively within a multi-disciplinary team using tactful, diplomatic, professional and assertive communication techniques.
Ability to model HIV / STD interviews and investigations to new employees.
Ability to develop program goals and measure outcomes.
Ability to participate in outreach / educational activities within jails, substance abuse treatment centers, etc.
Ability to travel.
Registration or Licensure Requirements :
Valid Drivers License. Initial Selection Criteria :

2 years' experience working as a Disease Intervention Specialist (Preferred)
Minimum of 2 years' experience in customer service. (Required)
Experience as a Supervisor / Team Lead. (Preferred)
Experience using standard software programs. (Required)
Bilingual preferred; read, write and speak Spanish. (Preferred)
